The OTC Operator plays a critical role in ensuring the safe, compliant, and commercially efficient execution of voyages for bp owned and time-chartered (OTC) fleet. Acting as the primary operational contact for vessel masters, owners, brokers, and internal partners, the OTC Operator handles all aspects of voyage execution while proactively identifying risks and opportunities to maximise commercial value. This is a dynamic, fast-paced role at the frontline of bp Shipping's risk management, where decisions directly influence operational performance, safety, and commercial outcomes.
Key Responsibilities
- Lead day-to-day operations for assigned owned and time-chartered vessels in full compliance with Charter Party terms, ST&S policies, and Voyage Operations Procedures.
- Serve as the designated fleet lead, overseeing operational performance and maintaining critical fleet data and communications.
- Act as the single point of contact for vessel masters, owners, and brokers throughout the voyage lifecycle.
- Coordinate vessel, port, and berth clearances, ensuring all regulatory and vetting requirements are met.
- Issue Voyage Orders, including loading and discharge instructions, ensuring accuracy and clarity.
- Optimise cargo intakes and ensure UKC (Under Keel Clearance) compliance.
- Appoint and lead port agents to support efficient port calls.
- Identify and support optimal bunker procurement strategies in collaboration with bunkering and commercial teams.
Commercial & Risk Management
- Provide commercial insight and marine expertise to mitigate risks associated with transporting hydrocarbons, chemicals, and dry bulk cargoes.
- Make proactive commercial interventions to enhance voyage earnings and reduce costs.
- Support Chartering teams with pre-fixture operational advice.
- Ensure full compliance with Charter Party obligations and handle any deviations or disputes.
- Collaborate closely with Commercial Analysts and Chartering to optimise time charter performance (TCP).
Stakeholder Engagement
- Build and maintain strong working relationships with vessel owners and brokers, internal Shipping teams (Vessel Management, Vetting, Chartering, Commercial), functional partners (Legal, Finance, AOT), and external authorities and regulatory bodies.
- Positively challenge stakeholders to eliminate risk and drive safe, commercially sound decisions.
Team Contribution & Incident Support
- Support out-of-hours duty coverage, including participation in the Incident Management Team (IMT) and Business Support Team (BST) when required.
- Contribute to the development and upskilling of the Voyage Operations team through mentoring, training, and knowledge sharing.
Essential Experience & Requirements
- Strong written and verbal communication skills.
- Validated ability to work under pressure, handle contending priorities, and maintain attention to detail.
- Confident decision-maker with the ability to challenge constructively.
- Demonstrated proactivity and a passion for continuous improvement.
- Ability to work autonomously while contributing positively to a team environment.
- Either extensive experience in a large ship-owning organisation, or recent senior officer experience on oil tankers.
Desirable Qualifications & Experience
- Strong analytical skills and a commercially driven mentality.
- Experience handling diverse stakeholder needs in a complex operational environment.
- Familiarity with bp's risk framework.
- Master Mariner qualification (preferred).
- Knowledge of shipping regulations and laws, particularly in the oil tanker sector.
- Experience leading counterparties and customer relationships.
- Ability to deliver results under time pressure and market volatility.
