We are currently recruiting for a Commercial Manager (Quantity Surveyor) to join the team delivering a new MoD project in Stafford, Staffordshire. The Commercial Manager is primarily required to lead the procurement and commercial management of work packages of significant scope, complexity and value for the project. This will include the commercial analysis of subcontracts and working closely with the project manager(s) to ensure compliant, coordinated and commercially appropriate proposals and outputs in terms of design and cost, as well as undertaking all appropriate levels of internal and external project reporting.

Key responsibilities:

  • Procurement of the project in accordance with approved strategy, ensuring that orders are fully scoped, bought at best value and are correctly contracted in accordance with limits of authority.
  • Procurement and preparing contracts for execution for Early Works and Surveys, in line with limits of authority.
  • Managing supply chain relationships at package level to ensure a consistent and coordinated approach to procurement.
  • Contributes to the robust implementation and management of commercial, legal, insurance and risk controls at package level feeding into the wider management of the Project.
  • Accurate commercial reporting and contract administration with focus on trade packages and other supply orders.
  • Ensure that the project is delivered in a safe, timely, efficient and sustainable manner, whilst achieving project targets, meeting client expectations and enhancing the reputation of the business.
  • Management of complex packages with less day-to-day supervision.

Essential Credentials:

  • Maintain CSCS card for the role.
  • Professional Construction Qualifications relevant to the role or qualified by appropriate level of experience.
  • Have a related Chartership such as MRICS.

Desirable Credentials:

  • Degree in Quantity Surveying or other construction related degree.

Essential Skills:

  • Demonstrates skills in the avoidance and defence of claims.
  • Written and verbal communication to influence and build relationships.
  • Ability to influence and lead teams.
  • Communication, Delegation, Negotiation, Presentation.
  • Time management and prioritising tasks in order to meet deadlines.

  • NEC contract experience and understanding / experience of target cost contracts.

Essential Knowledge:

  • Understand and apply commercial & financial procedures and reporting systems.
  • Maintains detailed prelim forecasts and actual costs and intervenes where negative trends identified.
  • Demonstrates an understanding of bonds, PCGs, warranty insurances and associated risks.
  • Demonstrates a clear understanding of the relationship between cost, value and profit.
  • Reports accurately to the monthly forecast final account.
  • Manages cash flow to the benefit of the project and business.
  • Basic knowledge and understanding of JCT, NEC, Construction Management and Management Contracting Contracts.
  • Knowledge of current construction laws, legislations, and regulations, standards and procedures.
  • Commercial and financial understanding in the above context – ability to contribute to value engineering as part of the design process.

Essential Experience:

  • Procurement of work packages in line with the Project Procurement Strategy.
  • Production of Tender Recommendation Reports and Contract Sum Analysis.
  • Preparation of Subcontracts for execution in line with limits of authority.
  • Procures robust packages demonstrating an understanding of package interfaces.
  • Manages the change process in accordance with the contract.
  • Prepares bid documentation to ensure a fully defined tender.

Desired Experience:

  • Pre-construction experience.
  • Background with a main contractor on projects above £30m in value.
  • Proven track record of delivering successful construction projects safely.
  • Experience of managing field construction activities on major/complex projects.
