Bouygues Travaux Publics is a civil engineering leader committed to diversity. The role involves leading and managing Target Outturn Cost (TOC) activities for the civil works programme of Sizewell C. The Pre‑Construction Manager supports the strategy for delivering the scope safely, on time, within budget, quality and agreed constraints.

Key responsibilities

  • Leading and coordinating TOC activities across the full lifecycle from launch through to settlement.
  • Developing and managing TOC execution plans, deliverables, and governance gateways.
  • Coordinating technical, planning, estimating, and risk functions to achieve TOC milestones.
  • Supporting strategy development to deliver works safely, on programme, and within budget.
  • Monitoring progress against milestones, deadlines, budgets, and reporting to stakeholders.
  • Managing interfaces across wider project programmes and work packages.
  • Identifying risks and opportunities, driving mitigation plans and issue resolution.
  • Supporting readiness, mobilisation, and handover planning to delivery teams.
  • Driving continuous improvement and applying lessons learned from Hinkley Point C and other major programmes.
  • Maintaining strong communication with project leads, commercial teams, and delivery stakeholders.

  • Understanding of NEC contracts would be advantageous.
