The Lower Thames Crossing (LTC) is one of the UK’s most significant infrastructure projects. The Role: The Procurement Manager will be responsible for leading the procurement of underground works packages for the Lower Thames Crossing project. Reporting to the Procurement Lead within the Bouygues-Murphy Joint Venture (BMJV), the role will provide strategic, commercial and operational procurement expertise to support the successful delivery of complex work packages, ensuring best value, robust governance and alignment with project objectives.

Key Responsibilities:

  • Develop, own and deliver the procurement strategy and schedule for underground works packages, ensuring alignment with project objectives, programme requirements and commercial targets.
  • Lead end-to-end procurement activity, including market engagement, tendering, evaluation, negotiation, award and contract execution.
  • Work collaboratively with design, delivery, commercial, planning and assurance teams to define work package requirements and support effective procurement planning.
  • Provide a strategic and commercially focused procurement service across subcontractors, materials and specialist underground works packages.
  • Lead supply chain engagement, development and performance management to deliver best value, innovation, efficiency and programme certainty.
  • Ensure robust commercial governance, contract formation and compliance across all procurement activities.
  • Manage procurement risks, supplier performance and financial stability, escalating issues and proposing mitigations as required.
  • Drive value for money through effective negotiation, market insight, cost awareness and challenge of requirements where appropriate.
  • Act as the key procurement interface for underground works, building strong relationships with internal stakeholders, the client and the supply chain.
  • Track, report and communicate procurement progress, risks, opportunities and KPIs to support effective decision-making.
  • Support BMJV’s wider procurement objectives, functional improvements and project-wide commercial priorities.

Essential Skills & Experience:

  • Extensive procurement experience within major infrastructure, construction or civil engineering projects, ideally including underground works, highways, earthworks, drainage or pavements.
  • Strong understanding of the construction procurement lifecycle, from pre-construction and market engagement through to award and delivery support.
  • Proven ability to develop and deliver procurement strategies for high-value, complex work packages.
  • Good knowledge of contract forms, commercial terms, risk allocation and procurement governance.
  • Strong negotiation, influencing, leadership and stakeholder management skills.
  • Demonstrable commercial acumen, cost awareness and ability to identify value-for-money opportunities.
  • Experience managing supplier relationships and developing high-performing supply chains.
  • Ability to manage competing priorities, work collaboratively across multidisciplinary teams and operate effectively in a complex project environment.
  • Confident user of Microsoft Office applications, including Excel, Word, PowerPoint and Outlook.
