The Pre-Construction Manager is responsible for leading the development, management and agreement of Target Outturn Cost (TOC) packages for defined section of scope, part of the overarching Civil Works Programme of SZC. The Preconstruction Manager shall support the development of the strategy for delivering the scope safely and to cost, schedule and quality within the agreed constraints.

As part of the CWA (Civil Works Alliance) we will support the building for Sizewell C. Sizewell C will be a 3.2-gigawatt power station generating low-carbon electricity for around 6 million homes and will play a key role in our energy future, supplying reliable, clean electricity for at least 60 years. This is a landmark moment for UK infrastructure.

Key responsibilities will include:

  • Leading and coordinating TOC activities across the full lifecycle from launch through to settlement
  • Developing and managing TOC execution plans, deliverables, and governance gateways
  • Coordinating technical, planning, estimating, and risk functions to achieve TOC milestones
  • Supporting strategy development to deliver works safely, on programme, and within budget
  • Monitoring progress against milestones, deadlines, budgets, and reporting to stakeholders
  • Managing interfaces across wider project programmes and work packages
  • Identifying risks and opportunities, driving mitigation plans and issue resolution
  • Supporting readiness, mobilisation, and handover planning to delivery teams
  • Driving continuous improvement and applying lessons learned from Hinkley Point C and other major programmes
  • Maintaining strong communication with project leads, commercial teams, and delivery stakeholders

  • Experience managing subcontractors, consultants, and advisors on major programmes
  • Understanding of NEC contracts would be advantageous
  • Experience within nuclear, energy, or similarly regulated sectors would be beneficial
