The predicted salary is between 33699 - 39152 ÂŁ per year.
The pay range for this role will be £33,699-£39,152. With effect from 1 April 2026, base salary will be £34,434 (pro rata for part time colleagues). We’re looking forward to welcoming new colleagues under this refreshed framework of pay, terms, and conditions. To promote fairness and consistency, all new starters will begin at the bottom of the pay band, reflecting our commitment to equity across the organisation and aligning with the approach taken with existing staff during the transition. Role Purpose: BCP Council’s Procurement and Contracts Management Service provides a corporate support service in defining, procuring and managing contracts. As a Procurement and Contracts Officer, you will play a crucial role within this Service, ensuring that all procurement activities are carried out efficiently and in compliance with UK Procurement Regulations (PA23 and PCR15) and the Council’s own Financial Regulations, driving value for money for BCP Council. The successful candidate will be a good team player with excellent organisational and communication skills, ensuring delivery of service in a professional manner.
Main Responsibilities:
- Build strong relationships with clients and become their trusted expert by understanding their requirements.
- Work with clients to challenge ways of thinking and find creative ways to get the best possible value from every project.
- Support the preparation of specifications.
- Lead and control procurement platform advertising, bid evaluation, contract award, contract management.
- Provide professional advice and guidance to stakeholders on the implications of legislation relating to the Council’s procurement activity.
- Manage your own workload and projects from start to finish, ensuring compliance with procurement law and the Council’s financial regulations.
- Monitor strategic contracts, implement contract management procedures, and maintain effective supplier relationships.
The Ideal Candidate:
- Previous experience in a procurement environment, including tender preparation and e‑Tendering processes.
- Highly organised with demonstrable experience working with multiple levels of seniority across different parts of an organisation.
- Capable of managing a complex, high‑volume, high‑risk workload for multiple clients with competing priorities.
- Exceptional attention to detail, with the capability to manage challenging behaviour, compliantly evaluate bids, ensure Terms & Conditions are fit for purpose and contracts / KPIs are compliantly managed and optimise contract performance.
- Excellent IT skills including advanced use of Excel.
- Ability to have a flexible approach to workload, understanding different customer needs.
- Ability to communicate effectively.
