About the role:

The Stock Condition Surveyor plays a central role in assessing, recording, and maintaining accurate information on the condition of the Council’s housing stock. A core responsibility is to manage and undertake stock condition surveys across a large and diverse portfolio, identifying repairs, estimating component lifecycles, and capturing all relevant data for long term asset planning. This includes overseeing external consultants, ensuring that briefs are clear, quality standards are met, and surveys are delivered in line with programme requirements. The postholder must also ensure that all survey findings—photographs, documentation, and technical assessments—are accurately uploaded into the Council’s asset management system to support strategic investment decisions.

A significant part of the role involves ensuring statutory and regulatory compliance. The Surveyor is expected to carry out assessments under the Housing Health and Safety Rating System (HHSRS), promptly reporting and addressing any Category 1 hazards. They are also responsible for undertaking a range of health and safety inspections, including those related to asbestos, legionella, gas safety, fire safety, damp and mould, and general property risks. Through these activities, the role safeguards tenant wellbeing and reduces risks to the Council, contractors, and residents.

The Stock Condition Surveyor provides essential insights that shape cyclical and planned maintenance programmes. By producing regular reports on property conditions and making evidence-based recommendations, the postholder helps the Council target investment where it is most needed and reduce the reliance on costly responsive repairs. The role requires close working with internal teams, consultants, contractors, and partner organisations to validate data and maintain the integrity of the asset database, which underpins a substantial annual housing investment budget.

In addition to technical surveying responsibilities, the role has a strong customer-facing dimension. The postholder engages with residents to facilitate property access, address concerns, and contribute to consultation activities. Effective communication and negotiation skills are essential, particularly when explaining technical issues or managing sensitive situations. The Surveyor is also expected to train and support colleagues and external partners in using the asset management system, ensuring consistent data quality across the organisation. Flexibility is important, as the role may also support related service areas—for example, undertaking damp and mould surveys, EPC assessments, or administrative tasks when required.

Key Responsibilities:

  • The Stock Condition Surveyor is responsible for managing and undertaking stock condition surveys across the Council’s housing portfolio, ensuring accurate assessment of property condition, lifecycles, and repair needs;
  • Maintaining and validating data within the asset management system;
  • Carrying out HHSRS inspections and wider health and safety surveys (including asbestos, fire safety, gas safety, legionella, and damp & mould);
  • Overseeing and quality checking work completed by external consultants;
  • Producing reports that inform planned and cyclical maintenance programmes;
  • Engaging with residents, contractors, and internal teams to support access, resolve issues, and ensure data integrity.

Required Qualifications:

  • Relevant building surveying, asset management, or construction-related qualification (e.g., NVQ, ONC, Degree).
  • Evidence of Continuous Professional Development (CPD) in property management or related disciplines.
  • Desirable data qualifications, such as Microsoft Data Analyst Associate (Power BI), Azure Data Fundamentals, SQL certifications (Microsoft/Oracle/PostgreSQL), or DAMA Certified Data Management Professional (CDMP).

Relevant Experience and Skills:

  • Strong technical knowledge of stock condition surveying, building components, construction methods, and HHSRS.
  • Experience in health and safety compliance (asbestos, fire safety, gas safety, legionella) and identifying/remediating Category 1 hazards.
  • Experience analysing survey data, diagnosing building defects, and preparing clear, actionable reports.
  • Excellent written and verbal communication skills, able to translate technical findings for non-technical stakeholders.
  • Strong interpersonal, negotiation, and conflict-resolution skills, with experience managing complaints and sensitive resident interactions.
  • Highly organised, able to manage competing workloads and meet deadlines.
  • Ability to work both independently and collaboratively, demonstrating initiative, flexibility, and adaptability.

Software and Tools Proficiency:

  • Proficiency in asset management databases, including data entry, cleansing, validation, and reporting.
  • Strong IT skills, particularly Microsoft Office (Word, Excel).
  • Desirable: Skills in SQL, advanced Excel (e.g., Power Query), and data visualisation tools such as Power BI.

Physical Requirements:

This role requires visiting properties, conducting inspections, entering lofts, accessing confined spaces, and working outdoors in various weather conditions.
