About the role: The Head of Asset Transformation leads the strategic transformation of the Council’s operational and commercial estate to maximise financial return, support service delivery, drive regeneration outcomes and deliver wider community benefit. Responsible for the development and implementation of the council’s vision for the Asset Transformation Strategy, which seeks to ensure the most effective use of council land and buildings to support and strengthen our communities, build more affordable homes and create and deliver inclusive economic growth. Lead complex asset transformation projects. Develop and implement council-wide asset transformation strategy aligned to the Corporate Plan, Medium-Term Financial Strategy (MTFS) and service transformation programmes. Establish excellent relationships with the senior Political Leadership, Council Leadership team, staff at all levels, external bodies and all stakeholders. Lead multi-disciplinary teams.
Qualifications and Requirements: To be considered for this position, you should meet the following requirements:
- Significant senior experience in local authority assets, regeneration, estates or property strategy
- Proven track record of delivering complex capital programmes and multi-year asset transformation projects.
- Strong understanding of local government governance, Cabinet reporting, service pressures, procurement routes, and MTFS requirements.
- Extensive knowledge of disposals, acquisitions, development viability, valuations, and property law considerations (e.g., best consideration, subsidy control).
- Exceptional political awareness and ability to manage Member interfaces.
- Strong financial modelling and options appraisal skills aligned to public sector frameworks.
- Management of multi-disciplinary teams and external partners.
- Experience of delivering supported housing, regeneration schemes, or public-sector relocation projects.
