The Role: Bolton Council is transforming its estate and project delivery team to meet the needs of our workforce and communities. Working within Corporate Property Services, you will be part of the Capital Projects Team, creating, maintaining, and improving properties by delivering projects to a high standard from inception to completion, including the administration of contracts with the relevant approvals and documentation in place. You will manage project risks and opportunities, minimise costs and disruption, ensuring that the Council is compliant at all times.
You will be responsible for leading and managing the design and delivery of multi-disciplinary property/construction projects across the Council’s assets, collaborating with internal and external stakeholders. You will develop and maintain relationships with all external bodies, including developers, service providers, and government agencies, and collaborate with partners and consultants to deliver accurate site plans, designs, and costs, ensuring appropriate governance. You will lead the health and safety culture on allocated projects by effectively communicating, managing, and mitigating project risks and maximizing opportunities. You will also carry out ‘value for money’ exercises and technical appraisals on projects and proposals from third parties. In addition, you will lead and manage a team of Quantity Surveyors, ensuring effective workload allocation, professional development, and performance management to support project delivery and financial control.

About You: You are a highly skilled and experienced professional with a strong background in quantity surveying, cost management, and project management. You possess a Level 6 qualification (e.g., Bachelor’s degree) or higher in Quantity Surveying, Construction Management, Project Management, Civil Engineering, or a related discipline, or you have 10 years of relevant experience operating at an advanced level by seniority, specialism, or academia to meet the requirements of Chartership. You have a comprehensive knowledge of professional techniques in construction and capital project management, procurement and commissioning, and contractual obligations. Your strong influencing skills, along with your resource and financial management abilities, enable you to effectively manage project risks, opportunities, and costs. You are proficient in using project management software and tools, and you have a strong working knowledge of JCT and NEC3/4 contracts. Your high level of analytical, creative thinking, and problem-solving skills allow you to develop strategic approaches to cost management and financial oversight. You have proven experience in leading and mentoring team members and have line management experience, ensuring effective workload allocation, professional development, and performance management. You are committed to fostering a high-performance culture and ensuring adherence to best practices in cost management, contract administration, and project financial control. Your excellent interpersonal skills enable you to engage with internal and external stakeholders, develop and maintain relationships with external bodies, and collaborate with partners and consultants to deliver accurate site plans, designs, and costs.
