The Role
Head of Service for Hospital and Neighbourhoods

It is an exciting time to join the adult leadership team as Head of Service in supporting Bolton’s Vision for our residents. Your role will involve leading and developing teams responsible for the delivery of Social Work services, working closely with other Heads of Service in the Directorate, including the Principal Social Worker to embed a Strength Based Approach to ensure our residents are supported and empowered to live independently for as long as possible.
You will be pivotal in developing a workforce for the future, championing social work practice across the council, locally and with partners.
You will be responsible for the continuous improvement, learning and delivery of the Directorates innovation and service plans to meet our priorities to: support people to live well at home, make best use of our resources and work together in partnership.
Working closely with colleagues across commissioning, finance, housing and legal services, you will be highly visible providing senior leadership through focusing on the delivery of good, safe and effective services by fostering collaboration and connections.
The role involves working flexibly across the Directorate and within the service as required, and at any council sites across the Borough to meet the needs of the service.
About You
You will need to have: A degree or equivalent in Social Work and Registration with Social Work England.
We are looking for an individual who is passionate about delivering and designing person centred care for adults who draw upon services and committed to shaping and driving forward safe and effective services.
You can demonstrate significant experience in:
- Leading and being accountable for managing teams and services, with significant knowledge of statutory duties under the Care Act 2014 and associated adult social care legislation, including the Mental Capacity Act.
- Providing management oversight and support to managers and staff working with complex and high-risk individuals.
- Overseeing hospital discharge processes, ensuring social work duties are fully discharged within a hospital setting, and collaborating closely with NHS colleagues to support safe and timely discharges, including the management of NCR.
- Engaging in collaborative work with local partners, including primary care and housing services, to address community needs.
- Operating within a multi-agency setting and confidently working with senior officers on strategic priorities and service developments.
- Effectively negotiating and influencing both internally and with external partners.
- Leading, planning, implementing and embedding changes, learning and best practices related to adult social care.
- Producing high-quality written reports, court and coroner statements, briefings, plans and develop policies to a high standard and deliver learning workshops.
- Coordinating multiple competing tasks and demands efficiently.
