The Role We’re looking for a dynamic Transformation Business Analyst to join the Change Unit of our Transformation team on a 2‑year fixed‑term contract. If you’re passionate about driving change, improving services and delivering real impact for communities, this is your opportunity to be part of a small team doing something big. The role is an excellent development opportunity for someone with sound analytical skills and advanced Excel and PowerBI competency. The person will have a blend of technical analyst skills and experience of public‑sector transformation that engages and involves a wide range of stakeholders successfully.
As a Transformation Business Analyst you will need to collaborate with stakeholders to identify business needs, drive meaningful change and apply whole systems thinking to analyse complex processes and uncover opportunities for organisation‑wide improvement. You will use data to create visual tools, generate insights and support evidence‑based decision‑making, facilitate workshops, map processes and support the delivery of transformation initiatives across the council. You will also measure the benefits of change efforts and report on them, to evidence success and help shape services that are efficient, effective and aligned with Bolton’s strategic goals.
About You We’re looking for someone who has strong analytical and communication skills, excellent attention to detail and a good understanding of how systems interconnect, turning data into action and insight. The ideal candidate will have experience in business analysis and transformation/change management, advanced Excel skills, confidence using tools such as Power BI, Visio (or similar), and excellent presentation skills. This role involves regular face‑to‑face engagement with the team and stakeholders.
