The Role
Bolton Council is going through an exciting and unprecedented period of transformation over the next few years, and we’re looking for talented people with a broad range of change management experience to help us achieve our ambitions. The Senior Change Manager will play a key role in driving and delivering strategic change activity across the council, including development and implementation of our Future Council (Target Operating) Model and Transformation Strategy. This is a very varied and challenging role, and requires a systems thinking approach, coupled with solid experience of delivering complex change that has our citizens at its heart, ideally within the public sector.
You’ll be part of a friendly team, taking a lead on specific change priorities, and working alongside 2 permanent Senior Change Managers, a Career Grade Change Manager and a Transformation Business Analyst. The postholder will also work with individual services to apply our transformation principles and support them to modernise, using analysis, process mapping, co-design and engagement approaches, with our customers at the centre. There will be lots of opportunities to influence and help shape what we do and how we do it. The team will be undergoing a service redesign in early 2026, to align capacity to priorities and demand, and as a result, it’s possible that longer-term opportunities may become available.
About You
We’re looking for someone who can hit the ground running and quickly pick up some key pieces of work, so you’ll need significant experience of delivering and managing change projects and programmes, ideally taking a systems thinking approach. The successful candidate will be able to manage multiple, fast-paced and complex pieces of work simultaneously, and will have a focus on demonstrating improved outcomes, supported by a strong evidence base. You need to be comfortable working with colleagues and partners at all levels, as well as elected members, and you must have strong leadership and influencing skills.
