The Role

Bolton Council is undergoing a transformative period and needs talented staff to help us achieve our ambitions. This role supports the ambitious Transformation Programme, the Council’s Savings and Efficiencies Programme, and other time‑limited programmes. It plays a crucial part in joining up and keeping this work on track, reporting on progress and using a range of tools. The role sits within the Programme Management Office in the Transformation Team and has responsibility for leading the management and implementation of programme management software to administer our programmes effectively. The Principal Programme Officer will also line‑manage the Programme Support Officer, so experience of managing staff is an advantage. The position offers extensive development opportunities, including identifying innovative solutions to complex challenges.

Responsibilities

  • Support the delivery of transformation and programmes across the council, ensuring progress is measured and reported.
  • Join up and coordinate different programmes and priorities, identifying co‑dependencies, commonalities and opportunities.
  • Maintain positive relationships with stakeholders at all levels of the organisation.
  • Use Microsoft Office tools to create presentations and reports.
  • Implement and manage programme management software to improve effectiveness.
  • Provide line management to the Programme Support Officer.

About You

  • Experience of managing projects and/or programmes in a fast‑paced environment, working to deadlines and high standards.
  • Strong presentation skills and proficiency in Microsoft Office.
  • Excellent communication and stakeholder engagement abilities.
  • Strategic thinking and the ability to see the bigger picture.
  • Experience of measuring progress, developing and using meaningful metrics to demonstrate progress against outcomes and outputs.
  • Experience of leading and managing staff is advantageous.

Additional Information

This is a 18‑month fixed term role, available to existing colleagues or new hires. Applicants must be able to speak English at a specified level as per the person specification.
