We're looking for a Senior Tender Manager to lead Bolt's business-to-government ride hailing tender programme across Europe. Based in London or the Nordics, you will own strategic government tender submissions that help shape how public sector organisations access mobility services. Reporting to the Head of B2G, you will play a key role in winning and retaining high impact public sector partnerships.
As a Senior Tender Manager within Bolt's B2G Ride Hailing team, you will lead end to end management of complex government tenders across Europe. Working at the intersection of public procurement, mobility, and operations, you will own strategic bid submissions that help public sector organisations access reliable transport solutions. In this highly cross functional role, you will partner closely with Operations, Legal, Finance, Product, Compliance, Public Policy, and senior leadership teams to develop competitive proposals, manage tender pipelines, and build scalable bidding processes.
Main tasks and responsibilities:
- Lead the full tender lifecycle, from opportunity identification and bid strategy through submission, clarification, and contract award.
- Manage multiple concurrent tender processes across European markets, ensuring high quality and timely submissions.
- Partner with Operations teams to develop compelling service delivery models and evidence based proposals.
- Coordinate Legal, Finance, Product, Compliance, and Public Policy stakeholders to deliver compliant and competitive bids.
- Build and maintain tender management processes, content libraries, templates, and pipeline tracking.
- Analyse procurement trends, competitor activity, and tender performance data to continuously improve bidding effectiveness.
Qualifications and requirements:
- Proven experience leading complex public sector tenders, bids, or procurement processes involving multiple stakeholders.
- Strong project management skills and ability to coordinate several workstreams and deadlines simultaneously.
- Excellent written communication skills and ability to develop persuasive proposal content.
- Strong analytical mindset with experience interpreting evaluation criteria and shaping bid strategies.
- Experience collaborating across functions such as Operations, Legal, Finance, Product, or Compliance.
- Fluency in English and effective communication across a wide range of stakeholders.
