PFI Education Portfolio

London Based - Hybrid Working

  • Professional and/or technical qualification (FM, Surveying or Construction related)
  • Able to provide a clear Disclosure and Barring Service (DBS) Certificate
  • Project management or consultancy experience
  • Education PPP/PFI experience, particularly FM operations
  • SPV Management experience

The Asset Manager will be responsible for the management of a PFI Education Portfolio, and also be the alternate point of contact for the Authority and FM Co. They will also be required to support the delivery of the project objectives in accordance with the project documents including:

  • Assist in monitoring the delivery of and compliance with all obligations of the Management Services Agreement, Project Agreement and associated contract documents and supporting the Asset Manager in the implementation of any corrective actions.
  • Will be required to develop and maintain a comprehensive understanding of the Project Agreements, Schedules and associated Project Documents.
  • Regularly visit school sites to undertake audits, inspections and verify the quality of the Services being delivered to the Project Schools in accordance with Amber’s policies and procedures.
  • Take a leading role in monitoring FM Co, to ensure compliance with contractual and statutory obligations, performance and reporting requirements, including escalating to the Asset Manager and supporting any necessary corrective actions.
  • Monitor and report on the implementation of lifecycle works programme including sample quality monitoring, sign-off process for payment and maintaining detailed records of work and expenditure.
  • Assist in reviewing the Schedule of Programmed Maintenance and Five-Year Maintenance Plan, undertaking periodic monitoring of the Service Provider’s performance to evidence completion and compliance.
  • Assist in monitoring Health and Safety management through periodic inspections and Amber's H&S advisor audits.
  • Assist in auditing all reports and data required for the monthly Authority invoices and payment of FM Co invoices including monitoring of payment mechanism reports and damage claims.
  • Reviewing applications for payments/Service Provider invoices to ensure accuracy and to enable the timely submission of invoices/payments.
  • As directed by the Asset Manager attend School Liaison meetings with FM Co and Schools Business Manager, chairing and reviewing minutes as required and ensuring actions are progressed in a timely manner.
  • On the direction of the Asset Manager attend Project Liaison Group meetings with the Authority and the quarterly project Board Meetings, support on preparing and collating the Board Papers.
  • Ensuring effective relationships are maintained with Project Co Directors, the Lender, the Authority, Schools and the Service Provider.
  • Assist as necessary on project expiry initiatives on the Portfolio.
