The Assistant Asset Manager will support the Asset Manager responsible for the management of a PFI Education Portfolio, and act as the alternate point of contact for the Authority and FM Co in the absence of the Asset Manager. The role will support the delivery of project objectives in accordance with project documents, including monitoring performance, compliance, and supporting corrective actions.
Qualifications
- Professional and/or technical qualification (FM, Surveying or Construction related)
- Able to provide a clear Disclosure and Barring Service (DBS) Certificate
- Project management or consultancy experience
- Experience in PPP/PFI education and FM operations
- Understanding of PPP/PFI principles
Responsibilities
- Assist in monitoring the delivery of and compliance with the Management Services Agreement, Project Agreement, and supporting contract documents, and support implementation of corrective actions
- Develop and maintain a comprehensive understanding of the Project Agreements, Schedules and associated documents
- Regularly visit school sites to conduct audits, inspections and verify service quality per Amber’s policies
- Lead monitoring of FM Co to ensure compliance with contractual, statutory, performance and reporting requirements, escalating issues as needed
- Assist in reviewing and approving the annual lifecycle plan with FM Co and Authority; monitor implementation of the lifecycle works programme, including quality monitoring and payment sign‑off
- Assist in reviewing the Schedule of Programmed Maintenance and Five‑Year Maintenance Plan, and monitor the Service Provider’s performance for evidence of completion and compliance
- Assist in monitoring Health and Safety management through inspections and Ambers H&S advisor audits
- Audit reports and data required for monthly Authority invoices and payment of FM Co invoices, including payment mechanism reports and damage claims
- Review applications for payments/Service Provider invoices to ensure accuracy and timely submission
- Attend School Liaison meetings with FM Co and Schools Business Manager, chair and review minutes as required, ensuring actions progress timely
- Attend Project Liaison Group meetings with the Authority and quarterly project Board Meetings; support preparation and collation of Board Papers
- Maintain effective relationships with Project Co Directors, the Lender, Authority, Schools and Service Provider
- Assist with project expiry initiatives on the Portfolio
