Mandate
The Legal Entity Business Unit Controls Officer (LE BUCO) plays a key role in ensuring BMO Capital Markets manages the risk of non-compliance with current and future regulation.
Working across the organisation, the successful candidate will build up a strong knowledge of all aspects of BMO’s business and have specific responsibilities for the monitoring and testing of 3 key functions:
Risk, Finance and Operations.
The role will also undertake some specific work on Operation Resilience and Outsourcing, in addition to the Monitoring and Testing duties.
Over time the LE BUCO will develop deep knowledge of BMO’s control environment and will be an integral part of the 3 Lines of Defence model.
The LE BUCO will:
- Maintain a library of applicable regulations, including associated compliance controls.
- Execute the annual Regulatory Control Risk Assessment (RCRA) process, developing key performance indicators (KPIs) and key risk indicators (KRIs) to measure and monitor regulatory compliance risk.
- Execute a risk-based monitoring and testing programme to assess the integrity of the control environment on an ongoing basis.
- Track identified issues or areas for improvement to resolution.
- Support the impact analysis of new regulations from a process and controls perspective.
- Support the implementation of new regulatory projects such as Operational Resilience and Outsourcing.
- Provide regular reporting to senior management and committees as appropriate.
The successful candidate will be a self-starter who brings a keen eye for detail and a pro-active approach to risk management. They will play a pivotal role in embedding a culture of compliance across BMO Capital Markets and will use their excellent communication and teamwork skills to identify and champion improvements to BMO’s risk, compliance and controls frameworks.
Knowledge and Skills
Knowledge:
Degree educated with a minimum of five years of experience in the financial services industry.
Experience of risk, compliance, control or audit frameworks and how they relate to a capital markets business.
- Strong and current knowledge of the regulatory requirements applicable to the activities undertaken by BMOCM UK.
- An interest in developing and constantly improving the control environment through processes and technology.
Skills:
- Highly developed organisational skills with the ability to work independently.
- Good exposure to UK Financial Conduct Authority (FCA) regulatory requirements impacting Capital Markets activities.
- Excellent analytical skills. Ability to review and assess detailed information and form an opinion in relation to implications for BMOCM UK.
- Excellent attention to detail and ability to learn and adapt quickly.
- Strong relationship management and interpersonal skills, with proven ability to establish and manage multiple stakeholder relationships.
- Strong presentation skills; both written and verbal.
- Ability to advocate persuasively and to negotiate with influence to achieve change in areas without direct reporting status.
- Ability to manage multiple workstreams and prioritise effectively.
