You will join a leading highways services provider dedicated to supporting the safe movement of people nationwide. As part of the highways maintenance division, you’ll work within the UK’s top‑ranked maintenance contractor, known for using innovative technologies and delivering planned and reactive maintenance, as well as improvement schemes.
The team is now seeking an exceptional Commercial Manager with a strong Quantity Surveying background and deep experience in the National Highways environment. This role will take a lead position in procuring the next generation of Maintenance and Response Contracts (M&R2), one of the most significant infrastructure procurement programmes in the country.
Responsibilities
- Act as the commercial lead throughout the procurement phase.
- Lead the commercial strategy and shape the approach to procurement.
- Manage all contractual and commercial elements of the bid and procurement lifecycle.
- Act as Commercial Lead for National Highways Maintenance and Response Contract procurement.
- Develop commercial and procurement strategies aligned with new contract models.
- Lead supply chain engagement, negotiation, procurement, and partner selection.
- Influence bid strategy, pricing, and risk management.
- Work closely with senior operational, bid, and executive teams.
- Support the transition from procurement into mobilisation and delivery.
- Manage contract reviews, risk allocation, and commercial structuring.
- Contribute to the development of innovative commercial delivery models.
- Ensure governance, compliance, and commercial best practice.
What You’ll Bring
- Degree in Quantity Surveying, Commercial Management, or equivalent.
- Extensive experience in highways maintenance, civil engineering, or infrastructure.
- Strong background in major framework procurements and bid leadership (highly desirable).
- Proven experience in senior commercial roles within National Highways maintenance.
- Direct involvement in procurement and bid phases of major highways contracts.
- Expertise in NEC contracts, especially Term Service and performance‑based models.
- Deep understanding of National Highways commercial frameworks and procurement processes.
- Experience leading supply chain procurement and developing delivery partnerships.
- Ability to influence and operate effectively at senior leadership level.
