The Head of Construction is responsible for leading and overseeing the successful delivery of major and minor construction projects across the Anglian Water region. The role ensures projects are delivered safely, efficiently, on time, within budget, and to the highest quality standards, while supporting the strategic objectives of @oneAlliance. This position provides leadership across construction operations, driving excellence in project execution, resource management, supply chain engagement, health and safety performance, and continuous improvement.

As a senior leader, the Head of Construction will champion a positive, high-performing culture, fostering collaboration, innovation, and accountability across construction delivery teams and the wider supply chain. The role requires extensive construction expertise, strong commercial awareness, and the ability to manage complex programmes from inception through to completion and handover.

Leadership & People Management
  • Lead by example, demonstrating the organisation's values, integrity, and professionalism while building trust through openness, collaboration, and respect.

Construction Delivery & Project Management
  • Develop and implement delivery and execution strategies for a diverse portfolio of construction projects, ensuring alignment with @oneAlliance objectives and industry best practice.
  • Provide strategic oversight across all project phases, from concept and design through construction, commissioning, and handover.
  • Drive efficient construction methodologies through buildability reviews, safety-by-design principles, and innovative delivery approaches.
  • Support design development to ensure practical, cost-effective, and efficient construction solutions are achieved.
  • Ensure consistent project performance, quality standards, and successful delivery outcomes across all programmes of work.
Resource & Supply Chain Management
  • Develop and maintain a robust self-delivery resource strategy that maximises resource utilisation and supports long-term programme requirements.
  • Oversee workforce and plant allocation across multiple projects to ensure efficient deployment and utilisation of resources.
  • Build and maintain strong relationships with supply chain partners, positioning Anglian Water as a preferred client and partner of choice.
  • Assess and review the performance of existing and prospective supply chain partners, with a focus on delivery capability, innovation, and value creation.
Commercial & Financial Management
  • Monitor project and programme performance against approved budgets and financial targets.
  • Work collaboratively with delivery teams to identify efficiencies, implement cost-saving initiatives, and optimise value throughout the construction lifecycle.
  • Maintain strong oversight of contract performance and commercial risks, ensuring compliance with organisational requirements.

Champion a culture of excellence in Health, Safety and Environment (HSE), ensuring the highest standards are embedded across all construction activities. Ensure all construction activities are conducted in accordance with company policies, procedures, standards, and legislative requirements. Monitor compliance with safe working practices through audits, inspections, and proactive performance management. Maintain adherence to Working Time Directive requirements and all mandatory safety monitoring processes. Work collaboratively with leadership teams and HSE specialists to identify opportunities for improvement and strengthen organisational safety performance.

Extensive construction leadership experience within complex infrastructure, utilities, engineering, or major project environments. Strong understanding of construction methodologies, project delivery, resource planning, and contractor management. Excellent stakeholder management and communication skills with the ability to build productive relationships at all levels. Demonstrated commercial awareness, including budget management, cost control, and contract oversight.
