Housing Standards Officer needed! £44 per hour. Riverbank, EX39. Monday - Friday 9am - 5pm. Till June 2026. This role is working on a hybrid basis (3 days a week in the office) 37 hours per week, need access to their vehicle. Need to attend site visits on a regular basis.
Job Purpose
The post-holder will be responsible for protecting tenants, improving housing conditions, ensuring landlord compliance and delivering early interventions to prevent homelessness.
Main Duties and Responsibilities
- Mentor Housing Standards/Renewal Officers to help deliver high-quality investigative and enforcement work.
- Investigate complaints and assess whether landlords are complying with housing legislation, advising tenants and others on rights and available remedies.
- Undertake property inspections and Housing Health and Safety Rating System (HHSRS) assessments to identify hazards, enforcement needs and other regulatory requirements, such as mandatory HMO licensing.
- Gather evidence, conduct PACE interviews, prepare legal enforcement files and apply the enforcement policy.
- Enforce regulatory controls for housing standards, including HMO licensing, empty homes standards and disrepair.
- Prepare and carry out enforcement actions including improvement notices, prohibition orders, civil penalties and prosecutions.
- Work with the Housing Options team on cases involving illegal evictions, harassment and unlawful landlord behaviour.
- Manage an investigative caseload ensuring lawful, proportionate and timely assessment and enforcement in line with relevant policies, guidance and regulation.
- Contribute to the development of operational policies, procedures and guidance for housing regulatory functions.
- Maintain effective partnership arrangements with internal and external partners including Police, Fire Service, health providers, social care and voluntary agencies.
- Represent the Council at case conferences, multi-agency meetings and partnership forums related to housing standards.
