Role Summary: We are seeking a skilled Business Development Manager to drive our growth in the regional Government. You will be responsible for identifying, qualifying, and managing opportunities through government tenders, RFPs, and formal bidding processes. You will also be responsible for proactively identifying key stakeholders, contacts, and institutional decision makers in the Government and presenting BLS offerings for upcoming opportunities. The role will require you to proactively look for potential partners to bid or service the contract jointly. Your expertise will ensure the development of high-quality, compliant, and compelling proposals that increase our win rate and expand our portfolio of government contracts worldwide.
Key Responsibilities:
- Proactively identify, track, and assess regional government tender opportunities across relevant platforms and publications.
- Lead the end-to-end bid process, from initial PQQ/RFI through to final submission and post-bid clarification.
- Coordinate with central and regional cross-functional teams (technical, legal, finance, delivery) to develop winning proposal strategies, compelling value propositions, and comprehensive bid responses.
- Ensure strict compliance with all solicitation requirements, evaluation criteria, and procurement regulations specific to each opportunity.
- Analyse bid outcomes to derive lessons learned and continuously improve processes, templates, and win strategies.
- Build and maintain positive relationships with key stakeholders of Government entities.
- Proven experience liaising with government entities, with a deep understanding of Government intricacies to formulate winning bid strategies.
Professional Experience:
- Minimum 10+ years of proven working experience in managing the full lifecycle of bids, tenders, and RFPs within a B2G (Business-to-Government) environment.
- Demonstrated track record of preparing, submitting, and winning competitive Government bids.
- Experience in sectors such as Government digitalization, business process outsourcing (BPO), managed services, customer experience solutions, or front-end services platforms is highly desirable.
- Practical experience in contract negotiation and a solid understanding of contractual frameworks common in public procurement.

- Financial Acumen: Strong understanding of pricing models, cost structuring, and commercial viability for Government bids.
- Communication & Negotiation: Exceptional written and verbal communication skills, with the ability to negotiate terms and present solutions effectively.
- Analytical Thinking: Ability to deconstruct RFPs, understand client pain points, and tailor solutions accordingly.
- Collaboration: Strong team leadership and facilitation skills to harness subject matter expertise from across the organization.
Preferred Qualifications:
- Bachelor’s degree in Business Administration, Engineering, Finance, or a related field. A Master’s degree is a plus.
- Combination of professional certifications in project management/Engineering, business development, and/or financial acumen is advantageous, reflecting a blend of execution, growth, and commercial skills.
- Proficiency in multiple languages is a strong asset for regional coordination.

- Ability to navigate diverse regional public procurement portals and e-tendering systems.
- Understanding of common regional procurement principles and frameworks (e.g., IFI procurement (International Financial Institutions), UN procurement etc.).
