Overview of the Registered Manager role at Blossom Children’s Homes. The manager will take full‑time, day‑to‑day control of the children’s home, ensuring the provision of safe, high‑quality care and compliance with all relevant regulations.

Key Responsibilities

  • Provide care for children, champion their voices, lead staff, manage the home in line with the ethos of Blossom Children’s Homes, safeguard and promote wellbeing.
  • Participate in the on‑call system, manage stakeholder relationships, notify serious events within 24 hours, maintain placement plans, develop a “Children’s guide to the home”, monitor and review all records, store and administer medication safely.
  • Offer a healthy balanced diet, arrange appointments and meetings, protect confidentiality, promote education and well‑being, provide social, leisure, cultural and religious support, contribute to referral and admission procedures, manage time and finances, and assist in planning and policy development.

Regulatory and compliance responsibilities

  • Satisfy legal fitness requirements, maintain knowledge of Children’s Homes Regulations 2015, Quality Standards, Children’s Acts, and other legislation.
  • Meet audit standards, be accountable to the Responsible Individual, Registered Provider and Ofsted, adhere to Equality and Diversity legislation, carry out Regulation 45 monitoring duties and reports, implement policies fully, ensure health and safety of all.
  • Maintain knowledge of national and local child protection procedures, and work toward an OFSTED Outstanding standard of residential care.

Team management

  • Recruit, induct, manage, supervise staff, organise rotas, facilitate training, recognise and support staff welfare, monitor performance and sickness absence, contribute to in‑house training, and operate an effective key worker system.

Premises management

  • Ensure a positive physical environment, maintain hygiene and cleanliness, report repairs or damage, and coordinate necessary action to safeguard the young people.
  • Arrange own work rota, which may involve evening, weekend and sleeping‑in duties, ensuring appropriate staff presence at all times.

Any other duties commensurate with the post.

Essential Experience

  • Minimum of 2 years in a management position within residential care of children in the last 5 years.
  • Minimum of 1 year experience in line management / staff supervision in a care role.
  • Experience working within the Ofsted inspection framework.

Desirable Experience

  • Worked within a multidisciplinary framework.
  • Therapeutic work with young people.

Essential Knowledge

  • Working knowledge of children and young people with learning disabilities, ASD and challenging behaviours.
  • Understanding of local authority care planning duties and how children’s homes support these.
  • Knowledge of Children’s Homes Regulations 2015 and Quality Standards.
  • Awareness of Ofsted inspection framework.
  • Understanding of child protection and safeguarding legislation.
  • Knowledge of rights and entitlements of children and young people in care.
  • Understanding of the roles and responsibilities of professionals and agencies involved in supporting children and young people.
  • Ability to respond positively to the needs of young people from diverse backgrounds.

Qualifications

  • QCF Level 5 Diploma in Leadership for Health and Social Care and Children and Young People’s Services (to be obtained within 3 years of starting).
  • Registered Managers Award/NVQ 4 in Health and Social Care and Management.
  • Relevant management qualification equivalent to the Level 5 Diploma.
