Bloomberg Buy‑Side solutions help investment firms manage the investment lifecycle across portfolio and risk analytics, order and execution management, compliance, post‑trade operations, performance and attribution, data validation, and enterprise integration. The Buy‑Side Project Management Office (PMO) leads large, multi‑product and multi‑region implementation programs across Bloomberg solutions. We help clients move to scalable target operating models from pre‑sales scoping through go‑live and business‑as‑usual (BAU) handover.
What's the role?
As a Senior Program Manager / PMO Lead, you will own governance, planning and delivery coordination for complex Buy‑Side implementation programs. You will be the central point across Bloomberg, the client and third‑party vendors, translating business objectives into a clear scope, Client Engagement Document and executable project plan. Pre‑sales scoping is delivered in partnership with Implementation Leads, Pre‑Sales, Sales, Product specialists, the Technical Advisory Group and client stakeholders. During implementation, you will connect experts, manage dependencies, surface risks early, align Product and Engineering requirements through governance, and maintain clear program controls. Drawing on Sales and Implementation Leads for commercial context, product fit and implementation approach, you will clarify the client context, the value of the Bloomberg solution and the problem being solved. You will translate that understanding into requirements, scope and delivery priorities.
We’ll Trust You To:
- Lead and govern strategic Buy‑Side implementation programs across multiple products, regions, asset classes, operating models and vendor ecosystems.
- Facilitate pre‑sales scoping workshops with Implementation Leads, Pre‑Sales, Sales, Product, Technical Advisory Group and Client stakeholders.
- Own the multi‑product Client Engagement Document, covering deliverables, workstreams, acceptance criteria, roles and responsibilities.
- Build and maintain the final project plan, including milestones, RACI matrix (Responsible, Accountable, Consulted and Informed), RAID log (risks, assumptions, issues and dependencies), change control, reporting, testing, go‑live readiness and BAU handover.
- Coordinate workstreams across PORT (Bloomberg Portfolio & Risk Analytics), AIM (Asset and Investment Manager, Bloomberg's buy‑side order management system), Risk, Compliance, Operations, Transaction Cost Analysis (TCA), Data Validation Services (DVS), Bloomberg application programming interfaces (APIs) and systems integration.
- Apply investment‑lifecycle expertise, working with Sales and Implementation Leads, to help clients define a practical Bloomberg target operating model across front to back‑office teams.
- Partner with Sales, Implementation Leads, Product, Engineering and the Technical Advisory Group to clarify requirements, assess client impact and route priorities through governance.
- Maintain strong project oversight by tracking decisions, actions, risks, issues, dependencies and scope changes, ensuring concerns are raised early and owners remain accountable.
- Build trusted relationships, chair project meetings and steering committees, and deliver clear internal and client‑facing status reporting.
- Drive go‑live readiness, project closure and lessons learned, turning repeatable insights into stronger execution, clearer escalation paths, product feedback loops and implementation standards.
- Coach new PMO colleagues and upskill implementation teams in project management discipline, governance and delivery best practice and maintain up‑to‑date internal project management documentation.
You'll Need To Have:
- Strong communication, stakeholder management and people leadership skills.
- Excellent planning and prioritisation skills across competing client and internal demands.
- Strong project scoping, program management and PMO governance skills.
- Deep knowledge of buy‑side operating models, workflows, technology stacks and industry best practice.
- Strong understanding of front‑to‑back investment workflows across portfolio management, trading, compliance, risk, operations, performance, reporting and data.
- Proven ability to lead complex, multi‑workstream client programs with senior stakeholder visibility.
- Ability to collaborate effectively with Sales, Implementation Leads, Product, Engineering, the Technical Advisory Group, Support and clients.
- A consultative, structured communication style, with strong presentation and workshop facilitation skills.
- Critical thinking, problem‑solving and escalation management skills, with the ability to navigate complex stakeholder dynamics.
- Ability to travel across EMEA and globally, as required.
We’d Love To See:
- At least 8 years of experience managing complex buy‑side technology or implementation projects.
- In‑depth understanding of Bloomberg Buy‑Side solutions such as PORT (Bloomberg Portfolio & Risk Analytics), AIM (Asset and Investment Manager), MARS (Multi‑Asset Risk System), Transaction Cost Analysis (TCA), Data Validation Services (DVS), Bloomberg APIs or Terminal workflows.
- Experience with buy‑side platforms such as Aladdin, Charles River, SimCorp, FactSet, Clearwater, Enfusion, State Street Alpha, Eagle or Markit EDM.
- Experience managing people or leading cross‑functional teams.
- Full understanding of the investment lifecycle across different client profiles, including asset managers, asset owners, hedge funds and insurers.
- Relevant certifications such as PMP, PRINCE2, Agile, CFA, FRM, CIPM or CAIA would be valuable.
