We’re looking for a vibrant, organised and motivated Capital Programme Officer to join our passionate Early Years and Childcare Team. This is your chance to be part of something meaningful — delivering capital projects that make a real, tangible difference to children and families across Blaenau Gwent.
As Capital Programme Officer, you’ll take the lead on developing, planning, and delivering a range of exciting projects across the Early Years and Childcare landscape. Whether it’s upgrading Flying Start Hubs, expanding existing childcare settings, or creating entirely new provision in response to local needs — you’ll be in the driving seat from start to finish. You’ll manage capital funding bids, develop strategic plans, consult with local communities and partners, and work hand-in-hand with technical teams, suppliers, and colleagues across the council. From producing detailed project schedules to monitoring budgets and reporting back to Welsh Government, this is a varied, fast-moving role with lots of responsibility — but also lots of support.
This isn’t a role where you’ll be stuck behind a desk. You’ll be out and about, working with communities, consulting with stakeholders, liaising with contractors and helping turn funding bids into beautiful, functional spaces that support early learning and development. You’ll be supported by an experienced, close-knit team — and you’ll be encouraged to bring your own flair and creativity to the table.
