We are looking for a passionate, creative, independent, and driven professional to play a key role in our business development efforts. This is a full‑time, hybrid position following an initial onboarding period—offering the flexibility you need and the opportunity you deserve.

Duties:

  • Proactively and continuously seek and track business opportunities by building new and maintaining existing connections, monitoring industry listservs, and client sites for relevant opportunities.
  • Collaborate with senior staff on development of a marketing strategy to meet company goals.
  • Track proposal leads, go/no-go decisions, and wins/losses.
  • Generate reports on marketing efforts.
  • Conduct market research and gather information about contracts/projects/clients/prime consultants.
  • Coordinate proposal pursuits including identifying the RFP advertisement, pre‑proposal meetings, kick‑off meetings, proposal production, delivery, and debrief.
  • Work with technical experts to develop content.
  • Write and maintain visually appealing resumes, project profiles, and collateral in response to requests for proposals.
  • Create high quality marketing and promotional materials, presentations, and products.
  • Update content and maintain company social media profiles.
  • Populate and maintain CRM system or other database to track business development opportunities and proposal information.
  • Attend professional conferences and industry events to build industry relationships and contacts.

This position offers a competitive starting salary of $65,000-$80,000 (commensurate with experience); a benefits package including medical, dental, and vision insurance; company paid short‑term disability and life insurance; paid time off and a 401(k) retirement plan with company matching. Blackwater also offers professional development compensation including certifications, advanced education courses, and training.

Required Education, Skills, and Experience:

  • Bachelor’s degree in marketing, business administration, communications, or related discipline.
  • Ability to proactively seek opportunities and execute a marketing strategy with limited direction.
  • Excellent organizational skills with attention to detail.
  • Ability to multi‑task and work within deadlines.
  • Ability to work independently and effectively collaborate in a team environment.
  • Proficiency in MS Office 365.
  • Ability to successfully market through social media platforms.
  • Strong oral and written communication skills, including proofreading for content, grammar, and style.

Preferred Education, Skills, and Experience:

  • 5 years of professional experience, preferably in the transportation industry.
  • Experience in government contracting in the A/E industry.
  • Knowledge of the RFQ/RFP proposal process.
  • Experience using a contract lifecycle management platform.
  • Graphic design skills with experience in Canva and In‑Design.
