Blackpool Council is currently looking for an experienced NRSWA Inspector or a candidate who is interested in becoming a Trainee Inspector to join our team on a full-time, permanent basis. If you are keen to develop your skills in Street Works, Highway / Civil Engineering construction methods, and legislation, this could be the role for you!

The NRSWA Inspector (Grade D Trainee or Grade F Experienced) will:

  • Trainee NRSWA inspector : Assist with the systematic and ad hoc site inspections, investigations, and surveys of street works, road works, and highway licences under the New Roads and Street Works Act (NRSWA) and other relevant regulations. As a trainee, you will receive full training and support to develop your skills and knowledge in the field.
  • NRSWA inspector : Carry out core, sample, routine, target, and third-party complaint inspections of works undertaken on the highway to ensure compliance with relevant Acts, codes of practice, policies, contract specifications, and quality standards.

Main Duties of the NRSWA Inspector (Trainee and Experienced):

  • Conduct inspections to ensure compliance with permits, licenses, and legal notices for reinstatement works on the highway.
  • Support the coordination of streetworks across the borough, liaising with the Permit Team and Senior NRSWA Inspector to minimise disruption to the highway.
  • Investigate and resolve issues raised in relation to streetworks, providing feedback to the public and stakeholders.
  • Liaise with statutory undertakers and contractors to report progress and track outstanding works.
  • Assist in enforcing breaches of NRSWA or highway legislation, supporting prosecutions or acting as a witness in court cases.
  • Assist with monitoring temporary traffic management and support with the writing of temporary traffic regulation orders.
  • Support bespoke data and asset analysis and assist in service performance monitoring and improvement recommendations.

What is Required?

As the successful candidate, you will have:

  • NRSWA inspector : NRSWA accreditation, proven experience in undertaking inspections, and a full driving license for travel within the borough.
  • Trainee NRSWA inspector : An interest in pursuing a career in Street Works or Highway/Civil Engineering, with training provided to help you obtain the necessary qualifications.
  • A methodical, systematic approach and strong record-keeping skills.
  • A calm and professional demeanour, with the ability to work independently.
  • Experience with IT software systems, databases, and spreadsheets.
  • A commitment to continuous professional development.
  • The ability to organise and plan work effectively within prescribed timescales.
