An exciting opportunity has arisen for a Drainage Engineer to be part of Blackburn with Darwen Borough Council’s Drainage and Flood Risk Management team. You will deliver the Authority’s duties, responsibilities, and functions as both Lead Local Flood Authority (LLFA) and Highway Authority (HA). The team leads the Council’s role as LLFA, delivering local flood risk management in Blackburn with Darwen borough, working with partners to reduce the risk of flooding and to improve the water environment, and also acting as a statutory consultee for surface water in planning applications. The team is also responsible for the maintenance of highway drainage assets as HA and takes lead on flood investigation and response. The team works closely with other flood risk management authorities including the Environment Agency, United Utilities, and neighbouring Local Authorities.
As a Drainage Engineer, this role will take lead on maintenance of Highway Drainage Assets, flood investigation, and scrutinising planning applications in relation to Surface Water Drainage System (SuDS). The successful candidate will:
- Maintain Highway Drainage Assets
- Respond to and investigate flooding incidents
- Undertake statutory consultation role as Lead Local Flood Authority for Planning Authority providing technical advice on surface water drainage for major developments
- Deliver Flood Alleviation Capital schemes and drainage improvement works
- Advise on flood risk and drainage matters
- Manage land drainage consent and flood defence consent of work on or near watercourses
- Work with communities to enable them to be more resilient to flood risk
- Deliver roles and responsibilities under the Flood and Water Management Act 2010
This post will suit someone with knowledge and experience of planning, flood risk management/hydrology, engineering, or landscape/ecology. We welcome applicants with a range of experience, including graduates who are looking for an opportunity to start a career in flood and water management whilst undertaking further studies. There is a requirement to represent the LLFA at some meetings or community engagement events that will occur out of normal office hours.
