Exciting opportunity for an experienced Registered Manager to join the Provider Services Leadership Team at Blackburn with Darwen Borough Council – rated Good by CQC.
We are looking for an experienced manager to establish and run a CQC-registered, bed-based enablement / intermediate care service. The successful candidate will act as CQC Registered Manager and take overall responsibility for the safety and quality of the service. They will lead a fast paced 24/7 service that supports people to maximise their independence through short-term residential reablement.
The successful candidate will also join our leadership team as a Service Lead and play a key role in shaping the future of our in-house provider services. They will lead strategic change across the local partnership, hold a portfolio of services and work to develop our enablement pathways.
The right candidate will have a proven track record in delivering high quality regulated care and developing new services. The initial priority for the role will be to establish a 13-bed unit, bringing the service into operation, collaborating with colleagues in the council and health partners and ensuring all standards of regulated care are met. The service will offer short‑term, therapy‑led care in partnership with local healthcare colleagues. The service will support adults on hospital discharge and admission avoidance pathways, providing strength‑based care and working with residents to achieve as high a level of independence as possible.

The Registered Manager / Service Lead role will involve:
- Establishing and delivering a 13‑bed Enablement Service providing therapy‑led care under a Social Care CQC registration
- Acting as Registered Manager with overall responsibility for the service and ensuring that the service meets all standards of the CQC regulatory framework
- Ensuring that the service functions to the highest standards 24 hours a day, 7 days a week, and holding on call duties in support of this
- Managing the staff team in line with all the Council’s policies and procedures, and in line with our values
- Working collaboratively with partners across health and social care
- Participating as an active member of the department’s Senior Leadership Team and holding a wider portfolio of services
- Visible and effective leadership on site
We are looking for someone who is:
- Passionate about providing high quality services for local people
- Has significant experience establishing and delivering CQC-registered care services, ideally with direct experience of bed‑based enablement and/or intermediate care
- Experienced at working alongside key stakeholders and those with lived experience to develop and deliver services
- Capable of working through periods of transformation and change, bringing people along with you to achieve our ambitions for provider services
- A compassionate leader who can enthuse, inspire and deliver
