Black Duck Software is looking for a highly motivated Intermediate Technical Program Manager (aka: Software Engineering Project Manager) to join our Product Operations Team. In this role, you are responsible for managing the end-to-end delivery of product releases and projects that support our strategic goals, acting as a bridge between product development teams (developers, engineers) and business stakeholders. You will work cross-functionally with teams including Engineering, Cybersecurity, Product, Marketing, Customer Success, and Field Operations.

You’ll own project planning and delivery from discovery through release, enabling teams to ship high-quality features on time and within scope. This role blends classic project management with Agile delivery and stakeholder leadership to ensure seamless planning, execution, and value delivery. The successful candidate is collaborative, detail-oriented, execution-focused, and thrives in a fast-paced, hybrid environment.

Key Responsibilities:
  • Define project scope, goals, deliverables, and KPIs in alignment with organisational objectives and stakeholder expectations.
  • Create and manage integrated project plans, resource allocations, budgets, timelines, and risk mitigation strategies using modern tools (e.g., Jira, Confluence, and Smartsheet).
  • Manage software development lifecycle (SDLC) or Agile/Scrum processes, leading Agile and hybrid project teams through iterative planning, sprint execution, backlog grooming, and continuous delivery cycles.
  • Drive stakeholder engagement by facilitating effective communication, alignment, and transparency through regular reporting, status updates, and project reviews.
  • Have a deeper understanding of software architecture, APIs, cloud platforms, and DevOps practices.
  • Identify, escalate, and resolve risks, issues, and blockers that may impact scope, schedule, or quality.
  • Communicate technical requirements and constraints effectively.
  • Ensure compliance with organisational security, governance, and data privacy requirements across all IT components.
  • Promote a culture of continuous improvement by implementing process enhancements, incorporating lessons learned, and introducing best practices in IT program delivery.
  • Provide mentorship and leadership to project team members, fostering professional development and knowledge sharing.
Key Requirements:
  • Bachelor's degree in Computer Science, Information Systems, Business, or a related field (or equivalent practical experience).
  • 5+ years of progressive experience managing IT projects in mid-to-large-sized technology-driven environments or 5+ years managing software product projects in Agile environments (Scrum/Kanban); comfortable with hybrid Agile/Waterfall where needed.
  • Proven ability to manage cross-functional technical projects involving infrastructure, SaaS/PaaS implementations, cybersecurity, and cloud platforms (e.g., AWS, Azure, Google Cloud).
  • Strong knowledge of Agile methodologies (Scrum, SAFe, Kanban) and experience leading Agile ceremonies; Scrum Master or Agile certification is a plus.
  • Experience with change management and digital transformation initiatives.
  • Excellent verbal and written communication skills, with the ability to interact effectively with both technical teams and executive leadership.
  • Strong organisational and prioritisation skills with attention to detail and a proactive approach to problem-solving.
Additional Requirements:
  • Project Management certification (PMP, PMI-ACP, PRINCE2, or equivalent) is preferred.
  • Familiarity with modern cybersecurity frameworks and compliance standards (e.g., NIST, SOC 2, ISO 27001) and/or exposure to regulatory environments (e.g., GDPR, PCI-DSS) and secure-by-design delivery.
