Respiratory health is a key priority across Birmingham, the Black Country and Solihull, and we are looking for an experienced and motivated Respiratory Programme Senior Manager to help drive forward an ambitious programme of improvement.

Joining our Medical Directorate at a time of significant system change, you will have the opportunity to shape and deliver new approaches to respiratory care, working with partners to improve access, reduce inequalities and achieve better outcomes for our communities.

This is a varied and influential role, leading work across tuberculosis (TB) and latent TB infection (LTBI), respiratory and ENT hubs, diagnostic pathways and future investment in prevention.

Success will depend on your ability to bring people together, navigate complex challenges and turn ideas into practical, sustainable improvements. You will work closely with clinical and public health leaders, commissioners and providers, building relationships and securing collective commitment to delivery.

If you are ready to take on a rewarding challenge and help transform respiratory services across our system, we would welcome your application.

  • Lead work to standardise spirometry pathways, including a diagnostics business case covering spirometry and FeNO.
  • Develop proposals for Phase 2 respiratory prevention investment and appropriate harmonisation across the cluster.
  • Manage complex projects from scoping and business case development through mobilisation, implementation and benefits realisation.
  • Build effective partnerships with clinical, public health, commissioning and provider colleagues, securing shared ownership of delivery.
  • Monitor outcomes, resources, risks and inequalities, providing clear assurance and recommendations to senior leaders.
  • The role requires significant autonomy, sound judgement and a commitment to improving population health.

The Respiratory Programme Senior Manager role will provide senior strategic and operational leadership for the establishment, mobilisation and delivery of a coordinated respiratory transformation programme across the Birmingham, Black Country and Solihull (BBCS) ICB cluster.

The postholder will lead a portfolio of complex, interdependent Respiratory related projects from scoping and business case through implementation, handover and benefits realisation, with a particular focus on reducing tuberculosis (TB) and latent tuberculosis infection (LTBI).

There are four key priority areas;

  1. Reducing tuberculosis (TB) and latent tuberculosis infection (LTBI), improving equitable access and reducing unwarranted variation, including those for whom there is no recourse to public funds (NRPF). This shall include scoping the LTBI service provision for Black Country, producing a proposal for a standardised LTBI community pathway and scoping the options to move secondary care treatment pathway (non complex) to primary care cluster wide.
  2. Lead and coordinate the evaluation of the South Doc Services (SDS) Respiratory and ENT Hubs, using the findings to develop evidence-based recommendations and, where supported by the evaluation, appropriate business cases and funding proposals for sustainable provision across the BBCS ICB cluster.
  3. Standardising the cluster pathway for spirometry, including production of a diagnostics business case which shall include spirometry/ fractional exhaled nitric oxide (FeNO) considerations to ensure alignment with integrated respiratory care for the BBCS cluster.
  4. Develop proposals for the BBCS ICB Prevention Phase 2 Respiratory investment and appropriate harmonisation across the cluster

These priority areas will be managed by working with clinical and public health leaders, commissioners, providers and communities to translate the agreed priorities into sustainable pathways, measurable population-health outcomes whilst ensuring effective use of existing resources.

The postholder will be required to exercise substantial autonomy within agreed governance, provide assurance to senior leaders and support delivery through influence across organisational boundaries.
