This is a rare opportunity for an enthusiastic, values driven and strategic thinker to join the Birmingham, Black Country and Solihull ICB cluster at an exciting time as it develops its role as Strategic Commissioner focused on providing system leadership for population health, setting evidence based and long-term population health strategy and working as healthcare payers to deliver this, maximising the value that can be created from available resources. The postholder will be a key member of the value-based finance function, supporting the ICB to make the best use of resources and improve equity to ensure a marked difference in patient outcomes. You will act as senior ambassador for value-based finance building strong relationships across finance, commissioning strategy and partner organisations to embed value based approaches across the system.
Main duties of the job
- Overseeing the analysis of health and care resource utilisation at place, locality and neighbourhood level, across healthcare programmes and settings, identifying unwarranted variation and opportunities to improve outcomes and productivity.
- Developing and maintaining return on investment (ROI) and benefits realisation tools to evaluate investment, disinvestment and transformation initiatives.
- Leading the benchmarking and comparative analysis of ICB and provider expenditure, productivity and published performance data to identify opportunities for efficiency, financial improvement and reinvestment.
- Generating new potential measures of productivity, including pathway productivity, where these do not already exist or are not suitable for use.
- Providing analytical and financial support to market management activities.
- Providing robust financial and value based analysis to support population health investment and prevention.
- Translating complex analytical outputs into actionable insights for senior stakeholders, programmes and committees, supporting informed decision making on value, outcomes and resource allocation.
- Ensuring analytical methodologies, assumptions and outputs are transparent, evidence based and consistent with national best practice.

Job responsibilities
- Operation of the ICB value and outcomes measurement framework, enabling the ICB to robustly assess the financial and outcome impact of commissioned services and local service provision.
- In partnership with Business Intelligence and Commissioning teams, overseeing the analysis of health and care resource utilisation at place, locality and neighbourhood level, across healthcare programmes and settings, identifying unwarranted variation and opportunities to improve outcomes and productivity.
- Developing and maintaining return on investment (ROI) and benefits realisation tools to evaluate investment, disinvestment and transformation initiatives across the system.
- Leading the benchmarking and comparative analysis of ICB and provider expenditure, productivity and published performance data to identify opportunities for efficiency, financial improvement and reinvestment.
- Providing analytical and financial support to market management activities, working with contracting and procurement teams to identify gaps, inefficiencies or dysfunction in market provision; support providers to improve service productivity and outcomes; inform market shaping and the commissioning of more productive pathways.
- Providing robust financial and value based analysis to support population health investment and prevention, including assessment of long term financial impacts, cost avoidance and outcome improvement.
- Translating complex analytical outputs into clear, actionable insights for senior stakeholders, programmes and committees, supporting informed decision making on value, outcomes and resource allocation.
- Ensuring analytical methodologies, assumptions and outputs are transparent, evidence based and consistent with national best practice, contributing to good governance and assurance.
- Regularly evaluating the effectiveness of the cluster's financial and value based frameworks, working closely with the Strategic Investment team to refine approaches to maximise population outcomes and financial sustainability.
- Acting as a senior ambassador for value-based finance and strategic investment work, building strong relationships across finance, commissioning, strategy and partner organisations to embed value based approaches across the system.
- Developing your personal skills and knowledge of Value-Based Finance.
- Driving new thinking in the finance team, challenging traditional thinking regarding financial management and investment and supporting the senior finance team to develop practical solutions to managing the conflicting challenges of investing for long term improvement whilst delivering short term financial duties.
- Supporting the Associate Director of Finance Value-Based Finance in leading and developing the team, providing professional leadership, quality assurance and development of capability across the teams portfolio.
- Line management responsibility for a Senior Finance Officer.
- Deputising for the Associate Director of Finance - Value-Based Finance as required.
- Undertake other general finance duties as required, commensurate with the grade of the post, including providing cover and support across the wider finance function to ensure continuity of service delivery.
Qualifications
- Masters degree or equivalent qualification in the relevant specialism/a related field, or equivalent level of demonstrable experience.
- Fully CIMA or CCAB qualified.
- Evidence of continuing post qualifying professional and personal development at senior management level.

- Experience of managing potentially challenging, sensitive or contentious situations and/or characters.
- Substantial experience and expertise of delivering financial advice and guidance to senior managers and directors (including non-finance managers).

- Experience of working in the NHS in addition to another sector.
- Experience of directly line managing a team.
