The City of Birmingham is seeking to hire Real Time Crime Center Specialists. This role is responsible for monitoring the security camera systems throughout the city/county to serve as a resource to law enforcement investigations. The Real Time Crime Center Specialist performs technical and administrative type work by monitoring video camera systems and license plate readers to detect criminal or suspicious activity, identify threats, and forward important information to law enforcement personnel. Employees in this job class monitor and operate multiple software systems, conduct queries of applicable public safety databases for persons and property, extract relevant video footage, and upload video to evidence storage. The Real Time Crime Center Specialist may provide testimony in related investigations and criminal cases.

COMPENSATION & BENEFITS: The City of Birmingham provides competitive pay and comprehensive benefits packages to include medical and dental insurance, employer-sponsored retirement plan (pension), generous paid holidays, sick and vacation leave, and more. The pay range for this job is listed below: $38,979 - $60,486

MINIMUM QUALIFICATIONS: The following are job-related qualifications that are required for employment consideration for this position:

  • Must obtain a National Crime Information Center (NCIC) certification within 6 months of being hired.
  • Experience relaying intelligence information using surveillance equipment, radio, and telephone (e.g., suspect descriptions, vehicle information, location).
  • Experience using law enforcement or government databases.
  • Have NO felony convictions.
  • Have never been convicted of a crime of moral turpitude or serious misdemeanor (e.g., 3rd degree assault, domestic violence, weapons, or drug charges).
  • Have never been sentenced to serve time in a jail or correctional facility.

TYPICAL JOB DUTIES:

  • Accesses law enforcement databases to obtain information about subjects (e.g., name, description, criminal history, vehicle description, direction of travel) of active calls/incidents for officers and dispatch.
  • Answers phone calls to assist with any information or technical issues and questions.
  • Anticipates the needs of law enforcement by listening for calls and monitoring developing situations.
  • Assists law enforcement during active emergency incidents to share relevant information with law enforcement officers and dispatch.
  • Coordinates with dispatch to communicate with officers responding to incidents.
  • Identifies events/activities or suspicious behaviours which necessitate a police response, such as criminal activity in progress, crowd monitoring, and traffic accidents/congestion.
  • Listens for active calls to assist with information from plate reads and live feed cameras based on call priority.
  • Maintains awareness of developing situations to communicate information with central dispatch.
  • Monitors and/or operates multiple systems (e.g., incident map, live-feed cameras, body worn cameras, license plate readers) to provide support to dispatch and officers during incidents.
  • Performs technology-based investigative work in real-time to support communications, dispatch of calls for service and the response to those calls by public safety units.
  • Checks monitoring equipment (e.g., cameras, plate readers, incident maps, radios, software) to ensure all equipment is online and functioning as intended.
  • Reports malfunctioning equipment to ensure repair or replacement.
  • Verifies storage and record of relevant call information (e.g., camera feed recordings, body worn camera footage, plate reader information).
  • Accesses servers and storage to locate specific (timestamped) media for investigators.
  • Examines relevant videos for specific events or items to assist investigators.
  • Performs technology-based investigative work (e.g., reviewing archived camera feeds, license plate data, searching criminal databases) to assist investigators in solving crimes.
  • Provides timestamped video footage and relevant incident information as requested.
  • Reviews archived camera feeds, license plate data and other digital evidence to assist officers/investigators in solving crimes.
  • Verifies video and camera footage for incidents has been downloaded to evidence storage.

PHYSICAL DEMANDS: Job is primarily sedentary involving sitting for long periods of time, but may involve occasional walking or standing for brief periods.

WORK ENVIRONMENT: Work is conducted almost exclusively indoors in a call centre setting. Work involves use of standard office equipment, such as computer, phone, copier, etc. Job requires working holidays, overtime (e.g., in the morning, during lunch, or after normal working hours), and/or nights.
