Develop, implement and manage various projects related to civil and infrastructure systems on the organization’s facilities and equipment, including sources of supply, filter plants, pumping stations, storage facilities, wells and reservoirs. Responsibilities will include capital project delivery from inception to completion, including preliminary conceptual development, detailed engineering design with the support of external engineering consultants, construction cost estimation, procurement, construction administration, supervision and inspection, startup and commissioning, and project close-out documentation delivery, including as-built plans, O&M manuals, and SOPs.
Essential Job Functions:
- Prepare preliminary, engineering, and detailed cost estimates
- Develop project budgets, track costs, and forecast expenditures. Report on project expenditures to ensure alignment with budgets and prioritize projects based on funding and risk assessment.
- Manage multiple projects simultaneously, ranging from small to large scopes. Oversee internal or external design and construction of projects.
- Prepare bid documents and coordinate procurement with the Purchasing department.
- Manage pipe condition assessment projects.
- Provide engineering support during emergencies, including large main breaks, inclement weather, drought, etc., on and off-site.
- Participate in master planning efforts for existing systems and new acquisitions.
- Prepare short-term and long-term capital improvement plans for new acquisitions. Conduct system valuations based on site visits and condition assessments to formulate purchase bids.
- Communicate regularly through written reports, memoranda, emails, and verbally in meetings and presentations.
- Assist the chief engineer in management, implementation, and delivery of the capital program.
- Manage capital projects independently and alongside other projects.
- Facilitate and perform constructability reviews for internally or externally designed projects.
- Work directly with departments to meet operational, compliance, and safety goals.
- Coordinate with the chief engineer to align project planning with organizational needs.
- Develop reports for regulators and internal/external stakeholders.
- Apply for permits from city, county, state, and regulatory agencies, such as ADEM; visit and inspect work sites.
- Perform site erosion control inspections and ensure compliance with guidelines and permits.
- Read and interpret regulations and industry codes (e.g., AWWA, OSHA, ASTM, ANSI) and explain requirements to others.
- Perform all work safely, adhering to safety policies and standards.
- Perform other duties as assigned.
Education:
Bachelor’s degree in Engineering from an accredited university or related field required; an advanced degree is preferred.
Certifications:
- Fundamentals of Engineering (FE) license required
- Valid Driver’s License required
- Engineer Intern and Professional Engineering Licenses preferred but not required
- Project Management Professional (PMP) certification preferred
Experience:
Minimum of 8 years in engineering design, construction, and project management. Experience as a Project Manager and Team Lead. Knowledge of multiple engineering disciplines and processes. Experience with capital project proposals, managing budgets and schedules, and civil construction and inspection. Proficiency in Microsoft Office Suite. Strong analytical, organizational, and interpersonal skills.
Supervision:
May supervise, plan, organize, schedule, assign, and evaluate work of paraprofessional and technical staff.
Physical Demands:
- Ability to stand, walk, or sit for extended periods
- Reaching with hands or arms in any direction
- Finger dexterity for manipulating objects (e.g., keyboard use)
- Effective communication skills
