About The Role

Birmingham City Council is seeking an exceptional finance professional to join our leadership team as Head of Cash Management. This is a high-profile role reporting to the Assistant Director Chief Accountant, with strategic responsibility for the Council's cash management, banking, and income functions.

As a key member of the Finance leadership team, you will provide expert financial advice to senior stakeholders including Members, the Corporate Leadership Team, and Directorate Heads of Finance. Acting as a representative of the Section 151 function, you will play a pivotal role in shaping the Council's financial strategy and ensuring robust stewardship of public funds.

Key Responsibilities

  • Lead and manage all aspects of the Council's cash management lifecycle, including accounting, reconciliation, and reporting.
  • Oversee banking arrangements, cash handling processes, and income management systems.
  • Ensure accurate financial records, timely reporting, and strong internal controls, including bank reconciliations.
  • Develop and implement the Council's cash management strategy and related financial policies.
  • Provide strategic financial advice to support decision-making across the organisation.
  • Lead and deliver continuous improvement and transformation, including ERP and financial system enhancements.
  • Build strong relationships with internal and external stakeholders, influencing across the Council and partner organisations.
  • Ensure full compliance with statutory requirements, financial regulations, and audit standards.

  • An understanding of local government finance, governance frameworks, and political context.
  • A degree-level qualification in a relevant discipline or equivalent senior leadership experience.
