Applications and Allocations Team Manager

Permanent Grade D - £45,091 – £53,460

Working 36.5 hours per week

Birmingham City Council is transforming how we deliver affordable homes at scale, and we are looking for a driven and experienced Applications and Allocations Manager to play a pivotal role within our expanding Acquisitions and Regeneration programmes. Our programmes include innovative acquisition models, complex regeneration schemes and a mix of housing solutions — from Temporary Accommodation to General Needs housing — all requiring flexible, creative and outcome-focused approaches to allocations.

Key responsibilities

  • Leading the planning and delivery of allocations across large-scale acquisitions and regeneration schemes.
  • Ensuring homes are allocated efficiently, fairly and in line with strategic priorities.
  • Developing and implementing Local Letting Plans and targeted allocation approaches.
  • Managing shortlisting and allocation processes, ensuring accuracy, transparency and timeliness.
  • Working closely with Voids and Lettings, Temporary Accommodation and Regeneration teams to coordinate delivery.
  • Collaborating with internal and external stakeholders across high-profile programmes.
  • Using performance data, insights and feedback to continuously improve allocation processes.
  • Balancing programme delivery with the need to minimise impacts on core day-to-day services.
  • Supporting the Council to embed scalable, sustainable approaches as programmes grow in size and complexity.

About You

  • Experienced in housing allocations, lettings or a related field.
  • Strong understanding of allocation frameworks, policy and Local Lettings Plans.
  • Confident managing complex, fast-moving programmes with multiple stakeholders.
  • Analytical and data-driven, with the ability to use insight to improve performance.
  • A strong communicator with the ability to influence and collaborate across teams.
  • Adaptable and solutions-focused, comfortable working in a changing environment.
  • Motivated by innovation and the opportunity to shape new ways of working.
