This is an exciting opportunity for an individual who can inspire and motivate teams, drive service improvements and ensure the delivery of high-quality, person-centred services that promote independence, choice and positive outcomes for citizens.

About the Role

Reporting to the Head of Service (Operations and Partnerships), you will be responsible for the effective management, operation and performance of your team, ensuring services meet the needs of adults and fulfil the Council's statutory duties and responsibilities.

You will provide strong leadership and professional oversight, supporting staff to embed strengths-based and asset-based approaches into everyday practice, in line with the Three Conversations model and the principles of the Care Act 2014.

Working collaboratively with colleagues across Birmingham City Council and external partners, you will help shape and improve service delivery, promote prevention and community development, and ensure that safeguarding, risk management and quality assurance remain central to practice.

Key Responsibilities

  • Lead, manage and motivate a multidisciplinary team, promoting a positive, inclusive and citizen-focused culture.
  • Drive service improvement and ensure high standards of practice, performance and accountability.
  • Embed strengths-based approaches and the Three Conversations model to support positive outcomes for adults.
  • Ensure compliance with relevant legislation, including the Care Act 2014, Mental Capacity Act 2005 and Mental Health Act 1983.
  • Oversee safeguarding practice, promoting Making Safeguarding Personal and appropriate consideration of risk.
  • Provide effective supervision, coaching and development opportunities to support staff performance and professional growth.
  • Build and maintain effective partnerships across the Council, health and social care services, and external organisations.
  • Lead and influence multi-agency planning, review and decision-making meetings.
  • Monitor service quality through case audits, performance management and engagement with citizens and partners.
  • Manage budgets and resources effectively, ensuring financial accountability and value for money.
  • Respond to statutory complaints and support the implementation of service changes and improvements.
  • Deputise for the Head of Service and provide management cover for other Team Managers when required.

About You

We are looking for a confident and committed leader who can demonstrate:

  • Strong knowledge of adult social care practice, relevant legislation and the statutory framework within local government.
  • Experience of leading, managing and developing staff within a social care or related service environment.
  • A proven ability to improve service quality, manage performance and deliver positive outcomes.
  • Experience of safeguarding adults and responding sensitively and effectively to complex complaints.
  • Experience of budget management, resource allocation and financial control.
  • A strong track record of partnership working and chairing multi-agency meetings.
  • Excellent communication, interpersonal, decision-making and problem-solving skills.
  • The ability to manage change, address complex employee relations matters and respond flexibly to competing priorities.
  • A commitment to equality, diversity, inclusion and anti-discriminatory practice.
  • The ability to provide effective supervision, maintain professional standards and promote continuous professional development.

You will be able to work independently, exercise sound professional judgement, manage competing demands and build positive relationships with colleagues, citizens and partner organisations.

Qualifications and Professional Requirements

You should hold a professional Social Work or Occupational Therapy qualification, or have equivalent relevant experience/qualification, as specified in the Person Specification.

Where applicable, qualified Social Workers and Occupational Therapists must be registered with the appropriate professional body.

You will be able to lead by example, build positive working relationships and create an environment where colleagues feel supported, empowered and accountable for delivering excellent services.

Golden Hello Payment: Eligible external candidates will receive a £1,000 Golden Hello payment, alongside a £5,000 annual retention payment (paid monthly and pro rata to contractual hours), helping to recognise and reward the valuable contribution our Social Workers make to Birmingham's residents. These payments are non-contractual and subject to regular review.
