Birmingham City Council is driving an ambitious shift towards prevention, ensuring residents receive the right support at the right time - reducing demand, improving outcomes and delivering value for our diverse communities.

We are now seeking a Prevention Development Manager to play a critical leadership role in turning this vision into reality. This is a high-impact opportunity for a strategic, data-driven and values-led leader to shape transformation at pace across a complex public service organisation.

You will:

  • Drive a proactive, preventative culture, embedding early intervention principles across services
  • Lead strategic service reviews, transformation projects and new delivery models
  • Design and implement outcome and performance frameworks, ensuring benefits realisation is tracked and delivered
  • Use data, insight and evidence to improve resident experience, target resources effectively and support informed decision-making
  • Embed co-production, equality and citizen voice into service design
  • Develop change capability across the service, supporting senior leaders and teams to work differently

What you’ll bring

You will be an experienced and credible transformation leader who can operate confidently at senior level in a complex organisation. You will have:

  • A strong understanding of the statutory, regulatory and political context of local government
  • Proven experience leading significant transformation and change programmes
  • A successful track record of designing and managing outcome-focused performance frameworks
