About The Role
As an HR Investigation Manager, you will shape the integrity, quality and impact of the HR Investigations function across Birmingham City Council. You will be the senior lead for internal investigations, overseeing a specialist team of Investigation Officers, an HR Coordinator and Implementation Leads, while personally managing the most complex, sensitive and high‑profile cases. This rare opportunity will let you influence organisational culture, strengthen risk management, and ensure fairness and consistency in staffing matters. You will act as the organisation’s expert in employment legislation, case trends and best practice in employment relationships, guiding senior leaders, shaping policy to ensure compliance and high‑quality decision‑making, and driving continuous improvement, enhanced People Policies and major organisational change programmes.
Key Responsibilities
- Lead and develop the investigations team to ensure high standards, collaboration and robust case management.
- Oversee complex and sensitive investigations, acting as the escalation point for high‑risk or high‑profile matters.
- Drive consistency and quality assurance by embedding best practice and reducing organisational risk.
- Shape policy and organisational learning through trend analysis, informing training, and improving People Policies.
- Partner with senior leaders to provide expert advice on employment‑relations issues, including TUPE, redundancy and collective consultation.
