Overview
In this role you will lead the service charge function across tenanted and leasehold properties, balancing strategic oversight with hands-on delivery. You will ensure accurate calculations, billing, and year-end reconciliation while complying with legislation and council policies. You’ll develop the Service Charge Team and collaborate with residents and other Council teams to maximise income for the Housing Revenue Account. This is a newly created position focused on transparency, process improvement and customer-focused service.
Responsibilities
- Lead end-to-end service charge calculations, invoicing, estimates and final accounts with statutory and contractual compliance
- Manage annual budgeting, estimation and year-end reconciliation across all tenures, including new-build properties
- Identify recoverable costs and maximise income to the HRA
- Develop and lead the Service Charge Team to deliver a high-performing, customer-focused service
- Act as lead officer for service charge matters, engaging with residents, tenants and representatives
- Maintain transparent service charges and align policies with legislation and best practice
- Support housing IT system development and work with auditors to drive continuous improvement
Key requirements
- Qualified accountant or relevant experience with CPD, plus a management qualification
- At least three years’ experience in a social housing environment in a similar or related role, including management
- In-depth knowledge of rent and service charge legislation; understanding of residential leases and freehold transfers
- Strong management and leadership capabilities
- Excellent customer care skills and professional interaction with residents and stakeholders
