It is an exciting time to join Birmingham City Council’s Fraud Team. We are strengthening and expanding our service to meet growing demand—and we are looking for motivated, skilled investigators who want to make a genuine impact on communities across the city. If you are passionate about tackling fraud, safeguarding public funds, and delivering high-quality criminal investigations, we want to hear from you. We are particularly looking for candidates who are already skilled and experienced in investigating Social Housing Fraud and Council Tax Fraud, but if you have experience of investigating and prosecuting other fraud cases, then we can provide on‑the‑job training to bring you up to speed.

About The Role

  • Manage and deliver a caseload of complex criminal investigations.
  • Focus on social housing fraud (including unlawful sub‑letting and tenancy offences), council tax and revenues fraud, and wider application fraud.
  • Use a wide range of investigative techniques, from taking statements and conducting interviews to undertaking visits, analysing intelligence, and preparing cases for prosecution.
  • Support the recovery of fraudulently obtained properties and proceeds of crime.
  • Present evidence in formal proceedings and ensure all investigations comply with relevant legislation, codes of practice, and BCC policies.
  • Provide guidance and supervision to Fraud Investigators.

About You

We are seeking confident, committed investigators who can bring:

  • Demonstrable experience investigating criminal offences—particularly social housing fraud, revenues fraud, or similar offences.
  • Strong working knowledge of investigative legislation including PACE, CPIA, DPA, HRA, RIPA/IPA and associated codes of practice.
  • Experience gathering evidence using a broad range of investigative techniques.
  • Experience preparing high-quality investigation reports and prosecution files.
  • Excellent communication skills, both written and verbal.
  • The ability to manage a caseload, meet deadlines, and deliver successful outcomes.

Relevant qualifications such as ACFS, PINS, APCIP, or Financial Investigator/Financial Intelligence Officer status are highly desirable. This role will involve hybrid working, visiting sites and locations across the city.
