This is an exciting opportunity to join our Leasehold and Home Ownership Team at Birmingham City Council.

Responsibilities:

  • Lead Section 20 consultations across the city for all BCC residential blocks that require Major Works, Long Term Agreements, and Services.
  • Lead proactive pre‑engagement with leaseholders, contractors, Council teams, and Councillors across various wards and communities, including evenings.
  • Respond effectively to S20 Consultation Observations within statutory timescales.
  • Work with the Service Charge team to prepare Section 20b notices within statutory timescales to protect the financial position of the Council.
  • Raise Major Works charges on the Housing system and issue invoices to leaseholders in line with lease requirements and financial caps.
  • Deliver a customer‑centric service to service charge payers, dealing with written observations, resolving queries, and working with internal colleagues to ensure resolution of complaints, disputes, and dissatisfaction.
  • Support the development and embedding of new IT systems to support the delivery of Section 20 consultation and Major Works.
  • Maintain strong relationships with key stakeholders and provide accurate advice and information about Section 20 consultation, QLTA’s and Section 20b notices.

Qualifications and Skills:

  • Driving licence desirable for this community‑based role.
  • Strong IT skills.
  • Excellent customer service, organisational, written and oral communication, financial and numerical skills.
  • Experience in the development and implementation of new IT and operational working processes and procedures.
  • Knowledge and experience of leasehold law, regulations and legislation relating to Section 20 and Section 20b.
