About the Role
We are seeking motivated and detail‑focused Pay & Policy Compliance Advisor to join our Reward & Compliance team. This is a key advisory role supporting the Council in ensuring that pay, reward and remuneration practices are fully compliant with legal, regulatory and policy requirements. You will provide expert advice and operational support across pay and policy compliance, working collaboratively with HR, Payroll, OD and Transformation colleagues, as well as wider internal stakeholders. The role offers an excellent opportunity for an experienced HR professional with strong analytical skills to contribute to robust governance and compliance controls across the organisation.
Key Responsibilities
- Provide professional advice and guidance to internal stakeholders on pay and policy compliance matters.
- Review and analyse pay data, calculations and reports to identify trends or anomalies that may indicate compliance risks, escalating issues where appropriate.
- Identify, report and track discrepancies in pay policy, processes or system application, ensuring resolution within agreed KPIs.
- Conduct audits and risk assessments of pay and reward systems using multiple data sources, including Oracle reporting, legacy systems and reward software.
- Organise and lead non‑compliance discussions with key stakeholders, collaboratively developing solutions to eliminate risk to the Council.
- Maintain up‑to‑date knowledge of employment, legal and tax regulations relating to pay and reward.
- Develop, maintain and update compliance documentation such as risk registers, policies, procedures, guidelines and templates.
- Co‑develop, implement and monitor regular reviews of contractual pay and remuneration elements and supporting policies.
- Prepare and present compliance reports to the Pay & Policy Compliance SME and Lead.
- Work closely with HR, OD and Transformation colleagues to support the delivery of the pay and reward strategy.
- Research emerging trends and best practice in pay and reward, making recommendations to strengthen governance and compliance across the Council.
About You
You will be an experienced HR professional with a strong understanding of pay, reward and compliance within a complex organisation. You will be confident working with data, policies and stakeholders at all levels, with the ability to balance multiple priorities in a fast‑paced environment.
Essential criteria include:
- CIPD Level 3 or substantial equivalent knowledge/experience.
- Experience providing professional HR advice, specifically related to pay and policy compliance.
- Proven experience of analysing people and pay data to identify risk, trends and anomalies.
- Experience of working in a unionised environment.
- Strong understanding of HR, reward and payroll processes.
- Excellent written and verbal communication skills, with the ability to influence diverse stakeholders.
- Ability to work independently, exercising sound judgement and critical thinking, and knowing when to escalate issues appropriately.
- Experience managing conflicting priorities and meeting deadlines.
