6 months Act Up or Secondment or Fixed Term Contract opportunity for Birmingham Council employees. 6 month fixed term contract for non-Birmingham Council employees. Grade 6 - £54,495- £64,811. Consultation grade - subject to formal evaluation under the Pay Equity Review. Working 36.5 hours per week.

About the role: As a HR Investigation Manager, you will shape the integrity, quality and impact of the HR Investigations function across Birmingham City Council. As the senior lead for internal investigations, you will oversee a specialist team of Investigation Officers, an HR Coordinator and Implementation Leads, while personally managing the most complex, sensitive and high‑profile cases. This is a rare opportunity to influence organisational culture, strengthen risk management, and ensure fairness and consistency in how people matters are handled. You will act as the organisation’s expert in employment legislation, case trends and ER best practice, guiding senior leaders and shaping policy to ensure compliance and high‑quality decision‑making. Your insight will drive continuous improvement, enhance People Policies, and support major organisational change programmes.

Key responsibilities include:

  • Leading and developing the investigations team — ensuring high standards, strong collaboration and robust case management.
  • Overseeing complex and sensitive investigations — acting as the escalation point for high‑risk or high‑profile matters.
  • Driving consistency and quality assurance — embedding best practice and reducing organisational risk.
  • Shaping policy and organisational learning — analysing trends, informing training and improving People Policies.
  • Partnering with senior leaders — providing expert advice on ER issues, including TUPE, redundancy and collective consultation.
