Birmingham City Council is the largest local authority in Europe, serving over one million residents and managing a complex and high-value capital programme alongside significant treasury management responsibilities. As part of our ongoing financial recovery and transformation journey, we are seeking an experienced and strategic finance leader to take on the role of Head of Capital and Treasury. This is a critical leadership position responsible for overseeing the Council’s capital strategy, treasury management, and wider balance sheet stewardship. You will play a central role in ensuring strong financial governance, sustainable investment decisions, and compliance with all statutory and professional requirements, including the CIPFA Prudential and Treasury Management Codes.

Working closely with the Section 151 Officer, Corporate Leadership Team, Commissioners, and Members, you will help shape and deliver a robust, transparent, and sustainable financial framework that supports the Council’s long-term priorities.

Key Responsibilities
  • Lead the development and delivery of the Council’s Capital Strategy and Treasury Management Strategy
  • Oversee a large and complex capital programme, ensuring prioritisation, affordability, and alignment with corporate objectives
  • Support the Member led Capital Board overseeing all Capital decisions within the Council
  • Provide strategic oversight of borrowing, investments, cash flow, and debt management activities
  • Ensure compliance with CIPFA Prudential Code, Treasury Management Code, and all statutory reporting requirements
  • Strengthen capital governance, appraisal, and monitoring processes to ensure value for money and risk mitigation
  • Provide expert financial advice to senior officers, Cabinet Members, and Commissioners on capital investment and treasury matters
  • Lead on financial due diligence for major capital projects and regeneration schemes, in particular the growth opportunities linked to HS2
  • Manage relationships with lenders, advisors, auditors, and key external stakeholders
  • Drive improvements in financial systems, modelling, and reporting for capital and treasury activities
  • Lead and develop a high-performing specialist team
About You

We are seeking a highly skilled finance professional with deep expertise in capital finance and treasury management, capable of operating effectively within a complex and high-profile public sector environment. You will have:

  • A CCAB qualification (CIPFA preferred) or equivalent
  • Experience of capital programme management and treasury management, ideally within local government or a similarly complex organisation
  • In-depth knowledge of CIPFA Treasury Management and Prudential Codes, and local authority financing frameworks
  • Proven track record of managing large-scale borrowing, investment portfolios, and capital delivery programmes
  • Strong understanding of financial risk, governance, and regulatory compliance
  • Experience working with senior stakeholders, including elected members and external oversight bodies
  • Excellent analytical, strategic thinking, and communication skills
  • Strong leadership capability with experience building and managing specialist teams
