Associate Policy and Procedures Lead in Birmingham

Are you an experienced policy professional with a passion for governance, continuous improvement and translating complex legislation into practical guidance?

Birmingham City Council is looking for an Associate Policy and Procedures Lead to join our newly established Commercial and Procurement Service.

This is an exciting opportunity to play a leading role in developing the policies, procedures and guidance that support one of the UK's largest local authority procurement functions.

You'll help ensure procurement activity is compliant, consistent and aligned with the Procurement Act 2023, while supporting colleagues across the Council to deliver ethical, innovative and value-driven procurement.

As an Associate Policy and Procedures Lead, you'll help shape the Council's commercial policy framework by:

• Leading the development, review and continuous improvement of commercial and procurement policies, procedures and guidance.
• Translating legislative and regulatory requirements, including the Procurement Act 2023, into practical, accessible policies and supporting resources.
• Providing expert advice to procurement colleagues and stakeholders on commercial policy, governance and procedural best practice.
• Working collaboratively across the Council to ensure procurement policies align with corporate priorities, financial objectives and service delivery needs.
• Developing guidance, communications and training that embed consistent procurement practices and improve commercial capability.
• Monitoring compliance with procurement policies, identifying opportunities for improvement and supporting the resolution of procedural issues.
• Managing policy development projects and leading the development of team members through coaching, performance management and professional development.

We're looking for someone who combines excellent policy development skills with the ability to influence and engage a wide range of stakeholders.

You'll bring

• Experience developing, implementing and maintaining policies, procedures or governance frameworks within a complex organisation.
• Strong understanding of legislative interpretation, with the ability to translate complex requirements into clear, practical guidance.
• Excellent written communication skills, producing concise, accessible policies, procedures and supporting documentation.
• Experience managing multiple projects and competing priorities while delivering high-quality outcomes to agreed timescales.
• Strong analytical and problem-solving skills, identifying practical solutions to complex procedural and governance challenges.
• Excellent stakeholder engagement and influencing skills, building productive relationships across multidisciplinary teams.
• Experience leading or supporting the development of colleagues, with a commitment to continuous improvement and professional development.
