Role Overview
We are seeking an experienced Service Delivery Manager to lead the end-to-end delivery of our Employer of Record (EOR) and Global Payroll Outsourcing (GPO) services for our UK client portfolio. This is a senior, client-facing role focused on HR operations, employment compliance, and client relationship management. UK payroll is delivered through our established payroll vendor, with the Service Delivery Manager owning oversight, coordination, and quality assurance rather than processing. The successful candidate will act as a trusted partner to clients and as BIPO's senior on-the-ground representative in the UK market.
Key Responsibilities
- Service Delivery & Operations: Lead end-to-end EOR and GPO service delivery for clients, including employment compliance and employee lifecycle administration. Manage the UK payroll vendor relationship: oversee accuracy and timeliness of payroll processing, statutory filings, and reconciliations; act as the escalation point for payroll issues. Coordinate with internal payroll, HR, finance, and external vendors (tax advisors, payroll provider, HMRC, pension providers). Proactively identify and resolve compliance and operational issues before they escalate.
- HR Operations & Compliance: Manage UK employee lifecycle administration: onboarding, contract management, employee changes, offboarding. Advise clients and internal stakeholders on UK employment law, HMRC requirements, statutory benefits, and HR policy. Monitor changes in UK employment, payroll, and social security regulations and assess impact to clients. Ensure documentation, controls, and processes meet internal governance and audit standards.
- Client Management: Serve as the primary point of contact for assigned EOR and GPO clients in the UK, maintaining strong professional relationships. Provide clear, confident guidance to clients on UK employment, payroll, and compliance matters. Manage client expectations effectively in complex or high-pressure situations. Support client onboarding, transitions, and ongoing service improvements.
- Market Representation: Represent BIPO at selected UK industry events, exhibitions, and corporate engagements as required. Support business development colleagues with subject matter expertise in client meetings when needed.
Requirements
- Must hold a valid UK passport. This is essential for access to UK banking systems and certain government / employment platforms required for the role.
- Solid HR background with strong working knowledge of UK employment law, statutory requirements, and HR operations.
- Prior experience in a client-facing role, ideally managing international or multinational clients.
- Experience working in a regional or global payroll / HR services provider, EOR provider, or HR outsourcing firm is highly preferred.
- Excellent client communication and stakeholder management skills.
- Strong attention to detail with a structured, solution-oriented mindset.
- Ability to operate independently in a home-based, fast-paced environment, managing multiple priorities and competing client deadlines.
- Commercially aware and cost-conscious while maintaining service quality.
- Fluent in English. Chinese is a strong advantage.
- Based anywhere in the UK; London is preferred for client meeting accessibility but not required.

- Hands-on experience with HR or payroll systems.
- Vendor management experience, particularly with UK payroll providers.
- Background in EOR or multi-country payroll outsourcing.
