Based in London and operating as a sole contributor with a UK-wide remit, you will help shape and execute Moderna’s Government Affairs strategy, creating the public policy environment that enables innovative solutions to reach patients and consumers, with a strong focus on the delivery of respiratory vaccines.

Reporting to the Associate Director Government Affairs UK, you will work at the intersection of politics, policy, healthcare and innovation, turning deep analysis of changing political dynamics, legislation and government policy into clear positions, stakeholder strategies and opportunities for external engagement.

This is an opportunity to deepen your External Affairs expertise while building relationships across government, Parliament, industry and the wider healthcare ecosystem. You will also have opportunities to get close to Generative AI tools, exploring how AI can strengthen policy intelligence, identify emerging trends and support more agile approaches to policy and change.

Here’s What You’ll Do:

  • Support the development and execution of Moderna’s Government Affairs strategy across the UK, providing tactical support to the Associate Director Government Affairs UK and ensuring alignment and consistency in engagement with policymakers.
  • Engage externally to promote a supportive UK policy environment for innovative vaccines, with a particular focus on respiratory vaccines.
  • Build a positive presence for Moderna among parliamentarians, members of government, civil servants and government agencies, helping facilitate and advance Moderna’s mission.
  • Partner with stakeholders to establish shared public policy goals, identify solutions through research and dialogue, and collaboratively engage policymakers to drive change in support of Moderna’s strategy and business objectives.
  • Develop and support projects with external stakeholders that enhance Moderna’s ability to shape and influence the broader policy environment.
  • Manage day-to-day relationships with industry trade associations and actively participate in relevant groups to advocate for Moderna’s desired policy objectives.
  • Perform legislative and regulatory analysis across a wide range of policy and political matters that could affect Moderna and the broader healthcare and innovative biopharmaceutical environment.
  • Gather deep insights into current and emerging political and public policy trends, identifying external challenges and opportunities and translating these into clear policy positions that support Moderna’s priorities and goals.
  • Apply public policy thought leadership and external partner relationships to develop solutions to complex and nuanced policy challenges.
  • Bring insights from government and external stakeholders into Moderna’s internal planning, helping teams understand the implications of the evolving UK political and policy landscape.
  • Support the Associate Director Government Affairs UK in developing and executing an active programme of engagement with external stakeholders.
  • Establish strong local and global functional relationships, collaborating extensively across Communications, Medical, Marketing and Market Access to connect Government Affairs priorities with broader business objectives.
  • Use strong strategic thinking to incorporate the perspectives of different stakeholders, influencing without authority and applying negotiation, tact, diplomacy and discretion to achieve objectives across multiple groups.
  • Manage relevant third‑party vendors while operating effectively within Moderna’s fast‑paced and unpredictable environment.
  • Explore the application of AI and Generative AI to policy and change, including opportunities to enhance policy intelligence, analysis and the identification of emerging external trends.
  • Operate with sound business judgment and strong analytical capabilities while maintaining high ethical standards.
  • Act in an ethical and compliant manner at all times, adhering to Moderna policies and procedures, relevant UK legislation and applicable ABPI industry codes of practice.
  • Bring a degree in Health Policy, Political Science, Law or another relevant area of specialisation.
  • Apply a strong public policy and legislative background, with demonstrated experience engaging external stakeholders and crafting clear policy positions in response to complex and nuanced challenges.
  • Bring a consistent track record of identifying policy trends affecting the wider health sector and/or innovative biopharmaceutical industry; an understanding of vaccines policy will be a strong advantage.
  • Draw on experience gained within Government, an Industry Association, Health Care Systems and/or Stakeholder Management.
  • Communicate with impact through strong oral and written communication skills, effectively engaging and influencing internal and external audiences.

Here’s What You’ll Bring to the Table:

  • Degree in Health Policy, Political Science, Law, or other relevant areas of specialisation
  • A strong public policy and legislative background, with validated experience in engaging external stakeholders and crafting clear policy positions in response to complex and nuanced challenges
  • Consistent record in identifying policy trends affecting the entire health sector and/or the innovative biopharmaceutical industry, with an understanding of vaccines policy a strong advantage
  • Strategic thinking including the ability to incorporate perspectives from different stakeholders
  • Strong negotiation skills and ability to influence without authority
  • Strong oral and written communication skills to influence and effectively engage internal and external audiences
  • Tact, diplomacy and discretion and the ability to work with multiple groups whilst achieving objectives
  • Experience in Government, Industry Association, Health Care Systems and/or Stakeholder management
  • Sound business judgment and analytical skills, operates to high ethical standards
  • Comfortable working in a fast‑paced, unpredictable environment and managing third party vendors
