Binnies is seeking an experienced RTPI Chartered Land Use Planner to support the delivery of Development Consent Orders (DCOs) for nationally significant infrastructure projects and associated planning applications. We are proud to be working in joint venture with Arup as the delivery partner for the Thames Water South East Strategic Reservoir Option (SESRO), a landmark 150 million cubic metre reservoir near Abingdon. This nationally significant project will play a critical role in securing future water supplies, while also delivering enhanced biodiversity through new habitat creation and providing new leisure and recreational amenities. SESRO will be the initial focus of this role, working alongside a multidisciplinary team of planning, consenting and environmental professionals.

This is a permanent position, offering long-term opportunities to contribute across Binnies' diverse portfolio of major infrastructure projects in the water and environmental sectors. The successful candidate will be required to work from the SESRO project office in central London on a weekly basis, with flexible working available for the remainder of the week between home or our Redhill or other RSK offices.

Key Responsibilities

  • Lead and support the preparation and submission of Development Consent Order (DCO) applications for nationally significant infrastructure projects.
  • Assist with the production of planning consents, planning applications and pre-application submissions.
  • Provide expert advice on permitted development powers and other relevant consents and permits.
  • Liaise effectively with internal teams, external stakeholders, regulators and local communities.
  • Support bids for major infrastructure and environmental projects by identifying planning and consenting requirements.
  • Contribute to collaborative, multi-disciplinary project teams.

Essential Requirements

  • Chartered Member of the RTPI.
  • Thorough understanding of the DCO process, including the discharge of requirements.
  • Strong knowledge of Permitted Development Rights applicable to statutory undertakers.
  • Extensive experience with the Town and Country Planning application process.
  • Experience advising on related consents and permits, including Habitats Regulations Assessments (HRA).
  • Excellent written and verbal communication skills, including high-quality report writing.
  • Full UK driving licence.

Desirable Experience

  • Experience preparing documentation and representing clients at appeals, hearings, examinations or public inquiries.
  • Understanding of the regulatory framework for water infrastructure, including links to: Water company business plans, Drainage and Wastewater Management Plans, Water Resources Management Plans, RAPID processes.
