About the Role

We are seeking an experienced MEP Manager to take responsibility for the coordination, management and successful delivery of all Mechanical, Electrical and Public Health (MEP) services on a major high-rise residential development in Basildon.

This is a key site-based position requiring someone with a strong background in the delivery of high-rise residential schemes, capable of managing MEP packages from design and installation through to testing, commissioning, completion and final handover.

The successful candidate will work closely with the project team, consultants, specialist MEP subcontractors and utility providers to ensure building services are fully coordinated with the wider construction programme and delivered safely, on time and to the required quality and compliance standards.

Key Responsibilities

  • Take overall responsibility for the management and delivery of MEP services across the development.
  • Manage and coordinate all mechanical, electrical and public health subcontractors throughout the project lifecycle.
  • Oversee MEP works from design development and installation through to testing, commissioning and handover.
  • Review MEP drawings, specifications, technical submissions and design information to identify potential coordination and buildability issues.
  • Coordinate MEP installations with architectural, structural and other construction packages.
  • Monitor and coordinate all MEP design development and subsequent changes with the MEP contractors and wider project team.
  • Manage the delivery of services within apartments, communal areas, risers, plant rooms and landlord areas.
  • Oversee the installation and commissioning of HVAC, electrical distribution, BMS, life-safety systems, fire-protection systems, lifts and renewable technologies.
  • Manage and liaise with utility providers to ensure the required infrastructure and connections are delivered in accordance with the project programme.
  • Monitor MEP subcontractor performance, labour levels and progress against agreed programmes.
  • Chair and attend MEP design, coordination and progress meetings, ensuring actions are closed out promptly.
  • Identify technical, design and coordination issues early and work with relevant parties to develop practical solutions.
  • Ensure installations comply with approved drawings, specifications, Building Regulations, relevant British Standards and project requirements.
  • Ensure compliance with applicable requirements under the Building Safety Act, Fire Safety legislation and CDM Regulations.
  • Coordinate statutory inspections, certification, testing and audit requirements.
  • Manage permit-to-work procedures, risk assessments and health & safety requirements associated with MEP activities.
  • Carry out regular site inspections to monitor quality, workmanship, progress and compliance.
  • Manage MEP snagging and ensure defects and outstanding works are closed out efficiently.
  • Coordinate and drive the testing and commissioning programme through to successful completion.
  • Ensure all required O&M manuals, warranties, certification, commissioning records and handover documentation are completed.
  • Support procurement, tender evaluations and appointment of specialist MEP contractors and suppliers.
  • Monitor MEP budgets, variations, contractor performance and lifecycle costs where required.
  • Liaise effectively with the developer, consultants, subcontractors, local authorities, utility companies and other project stakeholders.
  • Drive the MEP packages to achieve key programme milestones and successful project completion.

The successful candidate should have

A minimum of 5 years' experience in MEP/M&E management, ideally with substantial experience delivering high-rise residential developments.

Strong knowledge of mechanical, electrical and public health building services.

Demonstrable experience managing MEP packages through design, installation, commissioning and handover.

Previous experience working on complex residential developments involving multiple blocks and/or high-rise buildings.

Strong understanding of MEP design coordination and construction sequencing.

Experience managing specialist MEP subcontractors and monitoring performance against programme.

Good technical understanding of HVAC, electrical distribution, BMS, fire and life-safety systems, lifts and associated building services.

Knowledge of the Building Safety Act, Building Regulations, Fire Safety requirements and CDM Regulations.

Experience managing statutory testing, certification and compliance requirements.

Strong understanding of health & safety procedures within a live construction environment.

Experience liaising with utility providers and coordinating incoming services.

Strong communication, leadership and stakeholder-management skills.

Ability to identify technical problems and drive solutions without adversely affecting the wider construction programme.

HNC/HND or Degree in Mechanical, Electrical or Building Services Engineering, or equivalent relevant experience.

Desirable Qualifications & Experience

  • SMSTS or equivalent.
  • Membership of CIBSE, IET, IMech E or another relevant professional body.
  • Experience working within the requirements of the Building Safety Act Gateway process.
  • Knowledge of sustainable, renewable and low-carbon building-services technologies.
  • Experience delivering MEP packages for a developer or main contractor would be advantageous.

We are looking for a technically strong and commercially aware MEP Manager who is comfortable taking ownership of the building-services element of a major residential development.

You should be capable of managing multiple MEP disciplines simultaneously, coordinating contractors and consultants, resolving design and installation issues and ensuring works remain aligned with the overall construction programme.

The position would particularly suit someone who has previously taken an MEP package on a high-rise residential development from design and first fix through commissioning and final handover.
