The Team
Our Global Health (GH) division harnesses advances in science and technology to save lives in poor countries. We focus on the health problems that have a major impact in developing countries but get too little attention and funding. Where tools exist, we support sustainable ways to improve their delivery. Where they don’t, we invest in research and development of new interventions, such as vaccines, drugs, and diagnostics. Our work in infectious diseases focuses on strategies to fight and prevent HIV/AIDS, malaria, tuberculosis (TB), neglected tropical diseases, enteric and diarrheal diseases, pneumonia, and maternal, newborn and child health. Our TB and HIV work is combined under a joint TB/HIV Program Strategy Team (PST) which focuses on research, development, and delivery of new products and tools. The foundation’s Tuberculosis (TB) team aims to address key gaps along the TB care pathway through innovative approaches to protecting against infection, preventing progression from infection to disease, and improving diagnosis and treatment. Our efforts are diversified based on the understanding that vaccines, diagnostics, drugs, and innovative healthcare delivery are all essential to addressing the TB epidemic. Planning and introducing these new tools will be central to our activities.
Your Role

The TB & HIV Delivery Team is recruiting a Deputy Director, TB Delivery, who will support the Director, HIV & TB Delivery and Program Strategy team (PST) in achieving its impact goals by supporting the development and implementation of the foundation’s TB Delivery portfolio. As the Deputy Director, you will report to the Director, HIV & TB Delivery. You will integrate with key technical/functional colleagues within the team and across the matrix (across teams).
Responsibilities will include managing the execution of a growing and complex portfolio of investments in TB and focusing on strengthening partnerships with global health institutions to meet the PST’s strategic objectives. You will work to build the capability of the PST to ensure impact. You will own the management, integration, & oversight of portfolios of foundation investments (grants and contracts) through a highly matrixed organization while working with external partners to drive progress toward our goals. You will participate in cross Global Health efforts to enhance our integration, accelerate impact, and maintain a cohesive and dynamic culture.
What You\’ll Do
- Be accountable for innovations in designing and implementing strategies to assist our focus countries in reducing TB incidence and mortality.
- Work with members of the TB delivery team and assist them in planning and implementing their strategies with fidelity.
- Work with the team to plan and implement new technologies e.g., diagnostics, therapeutics, and vaccines.
- Provide strategic guidance in crafting grants and contracts that require research, modeling, and analytics.
- Facilitate the development of annual and multiyear investment plans and budgets, develop and modify and implement strategies under the leadership of the Director.
- Lead partnerships with internal and external partners and grantees to advance the foundation’s priorities for TB.
- Accountable for the identification and assessment of key portfolio risks and the development and management of mitigation plans.
- Work with foundation leadership as requested to address cross-cutting issues and improve functions and performance.
- Advise, mentor, and support colleagues within the TB Delivery team and their grantees in the design, enhancement, and execution of the innovation for delivery strategy.
- Participate in and learn from the program strategy and other teams, and practice Diversity, Equity & Inclusion (DEI) efforts to ensure that we continue to make progress toward realizing our commitments.
Investment Relationship and Management
- Identify promising areas of implementation science research and innovation to fill key gaps in our knowledge of the interventions needed for more rapidly reducing the burden of TB and develop and/or guide the development of related Requests for Proposals (RFPs) and specific proposals.
- Provide strategic guidance in crafting grants and contracts that require complex research or analytics.
- Make and manage investments as requested by the Deputy Director including managing internal processes and progress while ensuring appropriate documentation, budgeting, and reporting.
- Consult with grantees and other partners to maximize the impact of projects and ensure optimal learning.
- As requested by the Deputy Director, have relationship manager responsibilities with key partners.
- Contribute to the design of new strategies, collaborations, and implementation plans to ensure long-term sustainability and impact.
- Collaborate with foundation colleagues in related program areas to take advantage of cross-sector grant-making opportunities.
- Conduct high-quality interactions and clear and consistent communication with partners in the field.
- Consult with grantees and other partners to maximize the impact of projects and ensure optimal learning. This may include conducting site visits, providing operational guidance, and convening meetings of key stakeholders.
- Represent the foundation with stakeholders who may include public and private entities, partner organizations, other funders, universities, think tanks, and government agencies. May serve on external boards and working groups.
Your Experience
The foundation is seeking a global expert specializing in evidence generation and innovative delivery at national and global levels with a preference for experience in TB program design, implementation and evaluation. The ideal candidate will be a respected member of the TB communities and should have:
- An advanced degree in public health, medicine, or related fields (e.g. MPH, MD, PhD) is preferred.
- Experience leading, managing and creating a conducive environment for others in the delivery team to learn and grow.
- Experience working in diverse cultural settings.
- Demonstrated experience in delivery value through the utilization of quantitative and qualitative data for the design and implementation of programs.
- Demonstrated expertise and experience in TB prevention and treatment as well as in program design, implementation, and evaluation.
- Demonstrated experience with interpreting outputs from advanced statistical and geo-mapping software.
- Proven ability to scope and manage the quality of quantitative and qualitative work products of others.
- Demonstrated ability to work with multiple data sets to generate new knowledge and insights.
- Excellent ability to convert analytics into visualizations, and narratives that reflect novel insights for both technical and non-technical audiences.
- Self-starter with an ability to work with agility, ambiguity, flexibility, efficiency, and enthusiasm in a fast-paced and complex organization, including with regional and country offices.
- Demonstrated ability in leadership, problem-solving, ability to build trust and motivate others.
- Experience working in the TB space in the country and globally and knowledge of the latest data on progress and challenges in TB service delivery.
- Ability to work sensitively across language, culture, and distance.

- Demonstrated ability to exercise independent judgment in developing methods, techniques, and evaluating criteria for obtaining results.

- Demonstrated successes in architecting functional, productive, and collaborative consortia in the TB space. Experience with consortia that include partner institutions in high-burden HIV countries is preferred.

- Demonstrated ability to work efficiently, diplomatically, and flexibly, particularly as part of a team. Experience working on teams with diverse cultural and professional backgrounds.
